MAY 11, 2004
The Batesville City Council met in regular session on May 11, at 5:30 PM at the
Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember
Watkins gave the invocation. Upon roll call the following Councilmembers answered
present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry
Pectol, Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston
and the City Attorney Scott Stalker.
Councilmember Ford moved to approve the minutes from the last meeting.
Councilmember Watkins seconded and all voted for.
Councilmember Ford moved to approve the prepared agenda as amended.
Councilmember Gaither seconded and all voted for.
UPDATE FROM WELLNESS COALITION
Dennis Moore, Linda Hidy and Judy Frazier along with several other members of
the Independence County Hometown Wellness Coalition addressed the council. They
expressed their concerns with recent statistics showing Independence County as 5th in the
State of Arkansas for lung cancer. Surveys also show a high number of smokers, people
with high blood, and high cholesterol. The group told the council of their vision and
goals for the coalition and asked for support and involvement from the council.
EXECUTIVE SESSION
Councilmember Cargill moved to go into executive session. Councilmember
Gaither seconded. All voted for. Upon returning from executive session,
Councilmember Pectol moved to re-appoint Ms. Stephanie Isaacs to the Planning
Commission. Councilmember Terrell seconded and all voted for. Ms. Isaacs's term will
continue until 6/10/2009.
CEMETERY RESOLUTION
The council considered a cemetery resolution for Helen Neeley Dodd, resolution
42004-132-1 for $100.00. Councilmember Mitchum moved to accept the resolution and
Councilmember Cargill seconded. All voted for.
PAID BILL REPORT
The council was given a copy of the paid bills report for April 2004.
There being no further business, Councilmember Watkins moved that the meeting
be adjourned. Councilmember Mitchum seconded and all voted for.
