DECEMBER 8, 2003
The Batesville City Council met in special session on December 8, at 5:30 PM at the
Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave
the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill,
R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim
Watkins. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker.
Councilmember Ford moved to approve the minutes from the last meeting.
Councilmember Pectol seconded and all voted for.
Councilmember Ford moved to approve the prepared agenda as amended.
Councilmember Watkins seconded and all voted for.
REQUEST BY UTILITY DEPARTMENT TO CONNECT METER OUTSIDE CITY
AND DISCUSSION OF EROSION CONTROL
Mr. Larry Tharnish, manager of the water utility, and Mr. Mark Skelton, Utility
Commission, addressed the council for approval to connect a water meter outside the city limits.
The connection will be on a 2" line on Hill Crest. Mr. Tharnish said the line is not over loaded.
Councilmember Gaither made the motion to approve the connection. Councilmember Ford
seconded and all voted for.
CONSIDER RESOLUTION REQUESTING PARTY PRIMARIES FOR MUNICIPAL
ELECTIONS IN BATESVILLE FOR 2004.
Mayor Biard read a resolution that would allow party primaries for the municipal
elections in 2004. Councilmember Gaither moved to adopt the resolution and Councilmember
Watkins seconded. All voted for. The Resolution was given 42003-12-1-R.
CONSIDER RESOLUTION FOR NEW ANIMAL CONTROL SHELTER AND
SALARIES AT THE SHELTER
Mayor Biard read a resolution that would accept a gift from the Dirk H. Groenenberg
Trust for the purpose of building a new animal control shelter and salaries at the shelter for the
year 2004. Councilmember Watkins moved to adopt the resolution and Councilmember Cargill
seconded. All voted for. The Resolution was given 42003-12-2-R.
CONSIDERATION OF ORDINANCE FOR BUSINESS LICENSE
Mayor Biard gave the council an ordinance that would establish a business license for the
City of Batesville. The Mayor asked the council to take the ordinance home and consider it at
the next meeting.
CONSIDERATION OF BUDGET FOR 2004
The council was given a copy of the proposed 2004 budget. The mayor asked the council
to take it home and consider it at the next meeting.
PAID BILLS REPORT
The council was given a copy of the paid bills report for November, 2003.
There being no further business, Councilmember Watkins moved that the meeting be
adjourned. Councilmember Carpenter seconded and all voted for.
