HomeMy WebLinkAbout2015-04-01 ORDINANCE NO. 2015-0y-_a AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE THE BATESVILLE POLICE DEPARTMENT TO CONTRACT FOR INFORMATION TECHNOLOGY SERVICES WHEREAS, the City of Batesville is continuing the process of creation of its Police Department; WHEREAS, the Batesville Police Department requires various information technology services and supplies including hardware, software, and installation services for a secure network: WHEREAS, the reliable operation of law enforcement information technology is vital to public safety; WHEREAS, it is necessary for the public health, safety and welfare to contract for the purchase and installation of information technology assets for the Police Department as soon as possible; WHEREAS, the City of Batesville currently contracts with Ozark Information Systems, Inc. for its information technology services, and that company is familiar with the compatibility requirements necessary for expeditious and efficient set up of the Police Department's system; and WHEREAS, the Batesville Police Department, through Chief of Police Alan Cockrill, recommends the matter be referred to the full Council for approval. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF BATESVILLE, ARKANSAS: Section 1. That it is necessary for the Batesville Police Department to immediately contract for installation and set up of its information technology system. Section 2. That Ozark Information Systems, Inc., as the current information technology provider for the City of Batesville, is familiar with current City systems and is in a unique position to implement and design a compatible system in the abbreviated time frame. Section 3. That said information technology contract will be in the amount of approximately $43,460.40 more or less, based on the current estimate. Section 4. That, since competitive bidding is not feasible or practical because of the immediate need for the installation of a compatible information technology system, the City Council in accordance with the terms of Ark. Code Ann. § 14-58-303(b)(2)(B) hereby waives the bidding requirements and directs the Batesville Police Department to enter into the above described contract for on or about the price set forth in Section 3 above. Section 5. EMERGENCY CLAUSE: It is further found that due to the immediate need to acquire the above described goods and services, an emergency is declared to exist and this ordinance being necessary for the preservation of the public peace, health and safety shall take effect from and after its passage and approval.
