SEPTEMBER 23, 2003
The Batesville City Council met in regular session on September 23, at 5:30 PM
at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember
Watkins gave the invocation. Upon roll call the following Councilmembers answered
present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry
Pectol, Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston
and the City Attorney Scott Stalker.
Councilmember Ford moved to approve the minutes from the last meeting.
Councilmember Cargill seconded and all voted for.
Councilmember Ford moved to approve the prepared agenda. Councilmember
Watkins seconded and all voted for.
REVISED DRAFT OF ORDINANCE CONCERNING MANUFACTURED
HOUSING
Councilmember Watkins introduced an ordinance that would amend the
Batesville Zoning Code in order to comply with Act 624 of 2003 Entitled "An act to
provide for the availability of affordable housing within the municipalities of Arkansas."
Mayor Biard read the ordinance in full. The council discussed possible changes in the
ordinance. The ordinance will be one the agenda at the next meeting for the second
reading.
RESOLUTION PROVIDING TEMPORARY MORATORIUM ON
MANUFACTURED HOUSING
Mayor Biard read a resolution to provide a moratorium of up to 90 days on
permitting manufactured housing in Batesville. Councilmember Watkins moved to adopt
the resolutions and Councilmember Pectol seconded. All voted for. The resolutions was
given 42003-9-1-R.
CONSIDERATION OF CEMETERY GUIDELINES
The council reviewed proposed guidelines and restrictions for Oaklawn Cemetery
as recommended by the Cemetery Committee. The council discussed the proposal and
with a couple of minor changes Councilmember Gaither moved to adopt the guidelines
and Councilmember Watkins seconded. All voted for except Councilmember Carpenter.
MAYOR'S ANNOUNCEMENTS
Mayor Biard told the council that the first meeting in November falls on
Veteran's Day, November 11. Councilmember Watkins moved to change the meeting
date to Monday November 10. Councilmember Gaither seconded and all voted for.
The Mayor said that the Fire Department opened bids for the new service truck.
The only bid was from Independence Ford for $40,635.00. The Mayor said the truck will
be paid for out of Act 833 monies.
FINANCIAL STATEMENT
The council was given a copy of the August 31, 2003 Financial Statement.
There being no further business, Councilmember Watkins moved that the meeting
be adjourned. Councilmember Cargill seconded and all voted for.
