NEED: The City of Batesville currently has an urgent need to expand its airport facilities. It has no master plan. Prior to com- mitting the future expansion and building, a long term master plan must be developed in order to provide for efficient and orderly utilization of present space and facilities, as well as possible land acquisition, zone easements and other miscellaneous improvements required by future demand for services. Each of these items needs detailed investigation and documentation as well as environmental clearance. The proposed Airport Master Plan is required to provide this detailed documentation and environmental data as a basis for future growth. BENEFITS: The proposed Airport MasterPlan will provide detailed recommendation and documentation for future development to satisfy projected aviation demand. APPROACH: The Airport Master Plan will be developed in the four phases • outlined in FAA Advisory Circular 150/5070-6: Phase I An inventory of existing airport facilities and an analysis of airport requirements to serve the area. Phase II Evaluation of the existing airport site for • future development. Phase III Planning the airport with respect to airport layout, land use, terminal areas, and airport access. Phase IV Development of a financial plan to fund the proposed facilities and improvements. Phase I - Airport Requirements (1) Inventory The inventory will be of existing airport facilities at Batesville, area planning efforts which may affect the master plan, and review of existing area airport plans. Also, a historical review of development of the existing • airport will be made. (2) Forecast of Aviation Demand Five, ten and twenty year forecasts of aviation demands will be made. (3) Demand/Capacity Analysis Current capacity of the existing airport facilities will be compared with forecast of aviation demand. Current use of airspace in the vicinity of the airport will be identified. Air navigation aids and aviation communication facilities which serve the area will be identified as well as any proposed or existing man-made obstructions or structures and natural objects which affect the use of the airspace. A cost/benefit analysis will be made to determine the feasibility of project improvements. (4) Facility Requirement Determination Based upon the demand/capacity analysis, physical facility requirements will be listed for runways, taxiways, apron, terminal area, service and hanger areas, access, etc. (5) Environmental Study Studies of the impact of construction and operation of the airport or airport expansion upon accepted standards of air and water quality, ambient noise levels, ecological processes, and natural environmental values will be conducted to determine how the airport requirements can best be accomplished. In addition, effects on the social environment will be investigated. Results of Phase Iof the Airport Master Plan will be presented in report form for approval by the City of Batesville and the FAA prior to proceeding with Phase II. Phase II - Site Evaluation Evaluation of the existing airport site will be made in light of: a) the inventory of existing facilities, b) forecasts of aviation demand, c) demand/capacity analysis results, d) general requirement of the facility for short, intermediate and long term (5, 10, 20 year) periods, 3 environmental considerations and f) preliminary estimates of the economic feasibility of a new alternate site has been considered. Phase III - Airport Plan (1) Airport Layout Plan • The airport layout plan will be a graphic representation of the existing and proposed facilities deemed necessary for operation of the airport during short, intermediate, and long term periods of time. The layout plan will establish • the configuration of runways, taxiways, and aprons and area for development or expansion of terminal facilities, as well as approach zones. (2) Land Use Plan The land use plan will indicate the propsoed use of all airport properties including both aviation and non-aviation use. Recommendations for zoning and height restrictions of structures in proximity of the airport will also be included. (3) Terminal Area Plans The terminal area plan will indicate the size and location of proposed hangers, service facilities, automobile parking and on-site access and service roads. (4) Airport Access Plans The airport access plan will indicate the type of street connecting the airport site to existing streets and/or highway leading to the central business district. Phase IV - Financial Plan (1) Schedule of Proposed Development The plan will indicate stage development of proposed facilities 4. in 5, 10, and 20 year projections, with accompanying construction cost estimates. (2) Economic Feasibility • Economic feasibility of master plan considerations will be analyzed on the 5, 10, and 20 year forecasts. (3) Financing Plan A financing plan will be prepared to accomplish development after economic feasibility has been determined. Phase V - Miscellaneous A. Meetings and Public Hearings At its regular meeting on August 8, 1983 the Batesville Aviation Commission voted to apply for federal funds to develop a master plan for the Batesville Airport. Other meetings will be held as required to develop the plan and subsequent facilities expansion. Required public hearings will be held in accordance with the Federal Aviation Adminis- tration's Advisory Circular 150/5100-8. B. Printing The "Master Planning Study" (MPS) and "Airport Layout Plan" (ALP) will be reproduced and distrubuted as follows: Initial drafts as required and final plans; the City of Batesville, 20 copies of each, FAA 5 MPS and 10 ALP, or as required. Upon approval of funding, the necessary architectural, engineering, and planning consultant services will be selected in accordance with AC 150/5100-14 and work on the plan can begin.
