AN ORDINANCE ENTITLED:
AN ORDINANCE AMENDING SECTION 9 OF ORDINANCE NO.
92-5-2 TO PROVIDE FOR ADVANCED LIFE SUPPORT UNIT
CARE ON NON-EMERGENCY TRANSPORTATION: DECLARING
AN EMERGENCY: AND FOR OTHER RELATED PURPOSES.
BE IT ORDAINED by the City Council of the City of
Batesville, Arkansas, as follows :
iSECTION 1 : Section 9 of Ordinance No. 92-5-2 is hereby
amended to read as follows:
SECTION 9 : No franchise shall be granted
to any person who does not provide a bona fide
paramedic service as part of all of its ambulance
business, said paramedic service to be licensed by
the Arkansas Department of Health, so that all
emergency transportation shall be done so that a
licensed paramedic is present, and all non-emergency
transportation is to be provided by an advanced life
support unit with either paramedic or EMT-Intermediate

personnel present.
SECTION 2 : It having been found and determined that
failures to provide this service level for non-emergency
transportation within the City of Batesville, Arkansas, will
result in a condition menacing to the public peace, health and
safety and, therefore, an emergency exists and this ordinance
being necessary for the immediate preservation of said public
peace, health and safety, the same shall be in full force and
effect from and after its passage and approval .
