A RESOLUTION APPROVING AND ADOPTING THE "PERSONNEL POLICIES AND
PROCEDURES" AS THE OFFICIAL GUIDE FOR DETERMINATION OF ALL
MATTERS INVOLVED IN EMPLOYMENT BY THE CITY OF BATESVILLE
WHEREAS , it is the desire of the City Council and Mayor of the
City of Batesville, Arkansas that the employment of personnel and
all actions affecting employees be based solely upon merit , fit-
ness for position and ability; and,
WHEREAS , the City Council and Mayor of the City of Batesville,
Arkansas desire and intend that all employment , removals and
demotions be made solely for the good of the City of Batesville;
and, I
WHEREAS , it is the desire of the City Council and Mayor that all
decisions be made with sound judgment , justice and not be arbi-
trary or capricious and that the city ' s commitment to the prin-
cipal to equal opportunity and non-discrimination be expressed
and that established procedures and policies affecting personnel
matters be nominally effected by supervisors and department heads ;
and,
WHEREAS , the "Personnel Policies and Procedures" contains a
description of policies , rules and regulations and description of
procedures to be followed in the various aspects of personnel
matters and accomplishes those goals and desires of the City
Council of the City of Batesville, Arkansas . i
NOW, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BATESVILLE, ARKANSAS AS FOLLOWS :
Section 1 : That the "Personnel Policies and Procedures" is here-
by approved and adopted and said "Personnel Policies and Proce-
dures" shall apply to all persons in the employee of the City of
Batesville except those employees and officials as specifically
excluded therein; that a copy of said "Personnel Policies and
Procedures" is attached hereto , marked EXHIBIT "A" , and made a
part hereof as though fully set out herein word for word,
paragraph for paragraph. I
Section 2 : That there shall be placed on file in the office of
the City Clerk of the City of Batesville, Arkansas three copies
of said "Personnel Policies and Procedures".
Section 3 : That said "Personnel Policies and Procedures" may be
amended as set out in Article Eleven (11) of said "Personnel
Policies and Procedures".
Section 4 : That said "Personnel Policies and Procedures" shall
be the official guide for determination of all matters involved
in employment by the city.
Section 5 : That said "Personnel Policies and Procedures" shall
take effect and be in full force from January 1, 1983.
ADOPTED this day of 1982 .
