WHEREAS, the State of Arkansas is making rapid strides in
bringing industry into our State but our State is still losing
population; and,
WHEREAS, it is imperative and essential that we bring in
good industry to our State; and,
WHEREAS, industry demands good municipal services and we must
improve our municipal services in order to attract good industry; and,
WHEREAS, Amendment 51 Permits Civic Improvements by a vote of
the people; and,
WHEREAS, Amendment 51 will be voted on by all the people of
the State on November 8, 1960,

That the Council of ,

Arkansas does hereby go on record as supporting Amendment 51.
The Council believes it is absolutely essential for the future
well being of our Community, our County and our State that Amendment
51 be adopted.
The Council therefore urges all voters ofCjTY �1 ,":
