A RESOLUTION DECLARING THE NEED FOR AN URBAN RENEWAL AGENCY
WITHIN AND FOR THE CITY OF BATESVILLE, ARKANSAS, CREATING
SUCH AN AGENCY AND AUTHORIZING SUCH AGENCY TO EXERCISE ITS
POWERS AND TRANSACT BUSINESS AS PROVIDED BY LAW
WHEREAS, it has been found that one or more slum,
blighted, deteriorated or deteriorating areas exist within the
City of Batesville, Arkansas; and,
WHEREAS, the rehabilitation, conservation, redevelop-
ment, or a combination thereof, of such area or areas is
necessary in the interest of public health, safety, morals
and welfare of the residents of the City of Batesville, Arkansas,
and;
WHEREAS, in order to effectively cope with such
blighted areas it is necessary to undertake a renewal program
therefore and to establish an Urban Renewal Agency for the
City of Batesville, Arkansas as provided by the laws of the
State of Arkansas; and,
WHEREAS, there is need for immediate action;
NOW THEREFORE BE IT RESOLVED BY THE BATESVILLE CITY COUNCIL:
SECTION 1 : That an Urban Renewal Agency within
and for the City of Batesville, Arkansas is hereby created
and the Mayor is hereby authorized and directed to do all
things necessary to put into operation said Urban Renewal
Agency for the City of Batesville, Arkansas and said Agency
is authorized and directed to undertake Urban Renewal pro-
jects for the City of Batesville . as provided by the Zaws of
the State of Arkansas.
SECTION 2: It being determined that blighted areas
of the City are threatening to undermine the health and safety
of the citizens of the City and that for Zack of such program
property is rapidly deteriorating in many sections of the
City, an emergency is hereby declared and this Resolution shaZZ
be effective immediately upon its adoption.
