That the Mayor and Clerk be, and they are hereby, authorized and directed to enter into an Underwriting Agreement with T . J. Raney & Sons and Stephens , Ii-r— , Little Rock, Arkansas , with the form and contents of said Agreement, which is made a part hereof, being as follows: (W Section 2 . That the Mayor and City Clerk be , and they are hereby, authorized to execute and deliver for and on behalf of the City said Underwriting Agreement and to take all action necessary to perform all. obligations and realize all rights of the City set forth therein.
