FEBRUARY 24, 1998
The Batesville City Council met in regular session on February 24, at 5:30 P.M. at the
Municipal Building. Mayor Biard presided over the meeting. Councilmember Cargill gave the
invocation. Upon roll call, all the council answered present. Also present were the City Clerk
and the City Attorney.
Councilmember Gaither moved to approve the minutes from the last meeting and
Councilmember Pectol seconded. All voted for.
Councilmember Cargill moved to approve the prepared agenda and Councilmember
Pectol seconded. All voted for.
MAYOR'S ANNOUNCEMENTS
Mayor Biard and Code Enforcement Officer Chad McClure showed the council a
videotape with several sections around town that have recently been cleaned up. A video was
also played showing the condition of a house located at 2265 Lyon Street. Because of the
extremely hazardous conditions of the residence, Councilmember Bone moved to have the City
Attorney start condemnation proceedings. Councilmember Cargill seconded and all voted for.
Mayor Baird asked the council to consider hiring a part-time person, deputized by the Sheriff's
Department, to patrol Riverside and Kennedy Parks particularly between 11:30 A.M. and 1:30
P.M. The Mayor said the lunch crowd at the parks were parking on the grass and littering.
Sheriff Ron Webb said he could deputize someone to patrol the parks in an unmarked car and
plan clothing. This person would be authorized to issue citations for parking violations and
littering. Councilmember Gaither moved to have the parks patrolled and Councilmember Insell
seconded. All voted for.
CONSIDER AN ORDINANCE TO ADOPT STANDARD CODES RELATING TO
INSPECTIONS
Mayor Biard read an ordinance that would adopt various standard codes relating to
inspection activities of the City of Batesville. After a discussion the ordinance was table and put
on the agenda at the next meeting for the second reading.
FINAL READING OF AN ORDINANCE TO RE-ZONE PROPERTY ON HARRISON STREET.
The final reading an ordinance that would re-zone property on Harrison Street from R-1
to C-2 was read by Mayor Biard. The property is located near the intersection of Harrison Street
and Gap Road and is owned by Mobley Lumber Company. Mr. Zack Mobley was present to
answer any questions. After a discussion, Councilmember Carpenter moved to re-zone the
property and Councilmember Bone seconded. All voted for. The ordinance was given #98-2-1.
EXECUTIVE SESSION
Councilmember Insell moved to go into executive session and Councilmember Pectol
seconded. All voted for.
After returning from executive session, Mayor Biard said no action was taken.
FINANCIAL STATEMENT
The council was given a copy of the financial statement for month ending 1/31/98.
There being no further business, Councilmember Mitchum moved that the meeting be
adjourned. Councilmember Gaither seconded and all voted for.
