HomeMy WebLinkAbout1998-03-10 COUNCIL MINUTES MARCH 10, 1998 The Batesville City Council met in regular session on March 10, at 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Gaither gave the invocation. Upon roll call, all the council answered present. Also present were the City Clerk and the City Attorney. Councilmember Ford moved that the minutes from the previous meeting be approved and Councilmember Gaither seconded. All voted for. Councilmember Cargill moved to approve the prepared agenda and Councilmember Ford seconded. All voted for. BUILDING INSPECTION ORDINANCE — 2ND READING Mayor Biard read the Building Inspection Ordinance for the second reading. Councilmember Gaither said there was going to be a meeting at Gateway Technical College regarding new laws on electrical codes and requirements. Mr. Gaither said he was going to attend the meeting and would encourage other Councilmember to do the same before voting on this ordinance. Mayor Biard said the ordinance would be placed on the next meeting agenda for the third and final reading. FEE PROPOSAL FOR INSPECTIONS Code Enforcement Officer Chad McClure gave the council a proposed rate schedule which included rates for building permits, plumbing inspections, electrical inspections and HVAC inspections. Currently the city only has a rate for building permits and plumbing inspections. The proposal includes a 25% increase in fees. Mayor Biard asked the council to look over the proposal and be ready to adopt a fee schedule at the next meeting. DISCUSS PROPERTY AT 2265 LYON STREET Mr. John Godfrey, owner of the property at 2265 Lyon Street, addressed the council regarding his property. At the last meeting, the council instructed the City Attorney at begin condemnation proceedings on the property. Mr. Godfrey said he was trying to sell the property. Mayor Baird said the city wants to work with landowners to clean up their property and would delay the condemnation proceedings. The Mayor instructed Mr. Godfrey that Mr. McClure would contact him on March 23 to find out the status of the property and report to the council on March 24. If the property is not sold by April 14, Mr. Godfrey will need to start tearing down or cleaning up the property. The Mayor also instructed Mr. Godfrey to inform anyone who buys the property that they will be expected to tear down the structure and or clean up the property. EXECUTIVE SESSION Councilmember Insell moved to go into executive session and Councilmember Mitchum seconded. All voted for. Upon returning from executive session, Councilmember Bone moved to increase the salary for the head dispatcher to $20,344.00 beginning with the next pay period. Councilmember Insell seconded and all voted for. CEMETERY RESOLUTION The council considered three cemetery resolutions; Douglas Eugene Martin, #98-69-1, for $100.00, Ester Braggs, #98-69-2, for $200.00, and Patricia D'Andrea, #98-69-3, for $200.00. The resolutions being in order, Councilmember Cargill moved that they be adopted and Councilmember Pectol seconded. All voted for. REVIEW BILLS After a review of the bill, Councilmember Insell moved that they be paid and Councilmember Gaither seconded. All voted for.
