HomeMy WebLinkAbout1998-11-10 MINUTES OF COUNCIL NOVEMBER 10, 1998 The Batesville City Council met in regular session on November 10, at 5:30 P.M. at the Municipal Building. Mayor Biard presided over the meeting. Councilmember Pectol gave the invocation. Upon roll call, all the council answered present. Also present were the City Clerk and the City Attorney. Councilmember Ford moved that the minutes from the last meeting be approved. Councilmember Pectol seconded and all voted for. Councilmember Ford moved to approve the prepared agenda and Councilmember Gaither seconded. All voted for. Y2K PRESENTATION: BLAKE WATKINS, GUEST — STEVE MASSEY, HAIL TECHNOLOGIES Mr. Blake Watkins with Arkansas Eastman addressed the council with a Year 2000 presentation. Mr. Steve Massey with Hail Technologies, Greg Wolverton with the Sheriff's Department and Faye England with Police Dispatching were also in attendance. Mr. Wolverton said the Sheriff's Department and City Dispatch officers were in pretty good shape. City employees Johnny Coles and Robert Cogar attended a school in Alabama last week to learn about the Year 2000 regarding the city stop lights. Mr. Dale Rust said the 911 system depends on Southwestern Bell being compliant. Mr. Watkins suggested that the City get letters of compliance from venders as well as doing test runs to insure compliance. REFERRED FROM PREVIOUS MEETING: REARRANGEMENT OF STOP SIGNS AT 9T" & VINE STREETS Councilmember Mitchum said he sat at the intersection at 9t" and Vine Streets today from 2:45 P.M. to 3:15 P.M. and said 27 cars passed through the intersection on Vine Street and 9 passed through on 9t" Street. Councilmember Cargill moved to take no action and leave the stop signs as they are. Councilmember Carpenter seconded and all voted for. MAYOR'S ANNOUNCEMENTS Mayor Biard said the projected cost for the Highway 106 improvement is $845,000 of which $211,000 will be the City's share. Because of the large expense the council asked the Mayor to write a letter to the Arkansas Highway and Transportation Department and say that the City would not be interested in participating in the Highway 106 repair. The Mayor said he was expecting a portable radar unit this Thursday to use for 2 weeks on a trial basis. The council request that the City be in charge of the unit instead of the Sheriff's Department. The city wide leaf pick up started today. The leaf truck will run Tuesday through Friday for approximately four weeks. The truck will follow the same schedule as the trash pick-up. CONSIDER A CONDEMNATION PROCESS Mayor Biard asked the council to start the condemnation process on property located off lower Main Street. The property is being used as an illegal dump. Councilmember Gaither moved to proceed with the condemnation process and Councilmember Pectol seconded. All voted for. FINANCIAL STATEMENTS The council was given a copy of the financial statements for the month ending October 31, 1998. REVIEW BILLS After a review of the bills, Councilmember Insell moved that the bills be paid and Councilmember Cargill seconded. All voted for. 4-WAY STOP SIGN AT GRACE AND WILSON STREET Councilmember Pectol moved to place a 4-way stop sign at Wilson and Grace Streets. Councilmember Gaither seconded. The roll call count was 5 for (Ford, Gaither, Insell, Cargill and Pectol) and 3 against (Mitchum, Bone and Carpenter). The motion carried.
