HomeMy WebLinkAbout1998-11-24 MINUTES OF COUNCIL NOVEMBER 24, 1998 The Batesville City Council met in regular session on November 24, at 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Insell gave the invocation. Upon roll call, all the council answered present. The City Clerk was also present. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Gaither seconded and all voted for. Councilmember Ford moved to approve the prepared agenda and Councilmember Mitchum seconded. All voted for. PUBLIC HEARING REGARDING THE CONDEMNATION OF THE LANDER'S THEATER BUILDING Mayor Biard officially opened the meeting for a public hearing regarding the condemnation of the Lander's Theater building located on Main Street. The floor was opened for discussion. There being no discussion, the public meeting was closed. TOBACCO FREE COALITION PRESENTATION A large group supporting the Tobacco Free Coalition attended the council meeting. Ms. Amanda Roberts spoke on behalf of the group. The group showed a short video regarding restaurants with non-smoking policies. An ordinance that would establish smoke-free areas within the city limits of Batesville was introduced by Councilmember Carpenter. Mayor Biard read the ordinance in full. The coalition had approximately 350 support letters. Several members of the group spoke on behalf of the ordinance. A youth group STUN (Stop Tobacco Use Now) also addressed the council. Councilmember Ford moved to place the ordinance on the agenda for the next meeting. Councilmember Carpenter seconded and all voted for. EXECUTIVE SESSION Councilmember Insell moved to go into executive session and Councilmember Mitchum seconded. All voted for. After returning from executive session the Mayor announced that instead of hams, the city would give the employees a cash bonus in an amount to be determined by the Mayor. 1999 BUDGET PRESENTATION The council was given a copy of the proposed budget for 1999. The Mayor went over several items for the council's information. The Mayor asked the council to look over the budget and be prepared to adopt the 1999 budget ordinance at the next meeting. MAYOR'S ANNOUNCEMENTS The City Clerk said the city advertised for bids for the 1998 audit. The city received 3 bids and the Clerk and Mayor suggest the city accept the low bid from Hughes, Welch, and Milligan. Councilmember Bone moved to accept the low bid and Councilmember Gaither seconded. All voted for. There being no further business, Councilmember Mitchum moved that the meeting be adjourned and Councilmember Insell seconded. All voted for. JOE M. BIARD, MAYOR DENISE M. JOHNSTON, CITY CLERK
