HomeMy WebLinkAbout1999-03-23 MINUTES OF COUNCIL MARCH 23, 1999 The Batesville City Council met in regular session on March 23 at 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Cargill gave the invocation. Upon roll call, all the council answered present except Councilmember Bone. Councilmember Cargill moved to approve the minutes from the last meeting. Councilmember Pectol seconded and all voted for. Councilmember Ford moved to approve the prepared agenda as amended. Councilmember Insell seconded and all voted for. PUBLIC HEARING ON CLOSING PORTION OF STATE STREET Mayor Biard opened the floor for the public hearing to close a portion of State Street. Attorney Eric Hance and Mr. Barney Hightower, owner of the property, were present to answer any questions. There being no one present to speak on the street closing, the hearing was closed. CONSIDER AN ORDINANCE TO VACATE A PORTION OF STATE STREET Mayor Biard read an ordinance that would vacate a portion of State Street. Councilmember Cargill moved to suspend the rules and place the ordinance on the second reading. Councilmember Carpenter seconded and the roll call count was 7 for and 0 against. The Mayor read the ordinance for the second reading. Councilmember Ford moved to further suspend the rules and place the ordinance on the third reading. Councilmember Insell seconded and the roll call count was 7 for and 0 against. The Mayor read the ordinance for the final reading. Councilmember Ford moved to adopt the ordinance and Councilmember Insell seconded. The roll call count was 7 for and 0 against. The ordinance was given #99-3-1. MAYOR'S ANNOUNCEMENTS The Mayor said the Code Enforcement Officer has been trying to locate Mr. William Langston regarding the work he proposed to do on the Landers Theater. Mr. McClure said Mr. Langston has not started any work on the property. The Mayor said he will give Mr. Langston until the next council meeting to inform the council of his intentions for the property. The Mayor showed the council a video of the incinerator property. The Mayor said he would like to start removing the boilers, which would take several months. He said he has shown the boilers to several businesses for removal, however, no one has made an offer to remove them. With the boilers out, the building would make a good container roll-off transfer station. Mayor Biard said the recent rate increase for the garbage tipping fees has made him aware of the need to consider alternatives for the City's garbage. The Mayor said he would advertise for bids to have the boilers removed and report to the council at the April 13th meeting. LIAISON REPORT Councilmember Carpenter said the airport has been approved for a $477,000 grant to overlay the taxiway and the area in front of the hangers. The airport would need assistance of an additional $35,000 from the City in order to make the matching part of the grant. Mr. Carpenter said the airport commission will probably approach the council with a request for additional funds. COUNCIL COMMENTS Councilmember Insell asked about the status on the Barlow house on Wycough Street. Attorney Stalker said Ms. Barlow recently married and her husband asked for the City to wait until after April 1 to give them time to remove their belongings from the house. Councilmember Cargill moved to start the demolition as soon as possible after April 1. Councilmember Carpenter seconded and all voted for. Councilmember Pectol asked the status on the property located in the 500 block of Broad Street. Mr. McClure said the property owner bought a building permit some time back and has done little work since. The council asked Mr. McClure to contact the property owner and ask him to attend the April 13 meeting and tell the council his intentions of the property.
