HomeMy WebLinkAbout1999-05-11 MINUTES OF COUNCIL MAY 11, 1999 The Batesville City Council met for its regular meeting on May 11, at 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Pectol gave the invocation. Upon roll call, all the council answered present. Also present were the City Clerk and the City Attorney. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Insell seconded and all voted for. Councilmember Insell moved to approve the prepared agenda as amended and Councilmember Ford seconded. All voted for. MAYOR'S ANNOUNCEMENTS PART 1 Mayor Biard told the council he received a letter from Dan Flowers with the Highway Commission regarding a possible eastern bypass around Batesville. The proposed bypass would make a new street off Jennings Drive and would connect with Eagle Mountain. The Mayor said the council can study this proposal and pass a resolution at a later meeting. PUBLIC HEARING REGARDING ANNEXATION Mayor Biard opened the public hearing at 5:32 P.M. for the proposed annexation. Mayor Biard gave a short presentation why the City should annex additional land into the city limits. He then opened the floor to the public for questions and answers. After a lengthy discussion, the Mayor closed the public hearing. Approximately 200 people attended the public hearing. ANNEXATION ORDINANCE — SECOND READING Councilmember Insell moved to place the ordinance on the second reading. Councilmember Cargill seconded and the roll call count was 8 for and 0 against. Mayor Biard read the annexation ordinance for the second reading. RESOLUTION REGARDING DESIGNATION OF ARCHITECT FOR POSSIBLE CHILD CARE FACILITY Mayor Biard read a resolution designating Lee and Associates of Batesville as architect for a proposed child care facility. Mr. Van Thomas with NADC and Dr. Ken James, Superintendent of Batesville School District addressed the council and explained the need for the resolution. The City of Batesville will be the owner of the structure and lease the facility to NADC or the Batesville School District. The grant will be for $200,000 to build the facility. Councilmember Carpenter moved to adopt the resolution and Councilmember Bone seconded. All voted for. MAYOR'S ANNOUNCEMENTS PART 2 Mayor Biard said the City has been approved for a grant to clean up the area at the Bayou from the Batesville Guard to Central Avenue. The work will begin May 17 and should be completed by July 1. FINANCIAL STATEMENT The council was given a copy of the financial statements for the month ending March 31, 1999. REVIEW BILLS The council was told by the Mayor and City Clerk that the last Municipal Court bill had a line item for home detention for $4,298.18. The Clerk said that according to the County Clerk, the home detention expenses were in the Sheriff's Department until recently when the Quorum Court moved the expense to Municipal Court. The city receives a monthly bill for a portion of Municipal Court expenses. The Clerk said since the city does not pay for and is not budgeted for jail expenses, she did not no if it should be paid. Councilmember Cargill moved not the pay the home detention portion of the bill and Councilmember Carpenter seconded. All voted for. After a review of the bills, Councilmember Bone moved to pay the bills and Councilmember Cargill seconded. All voted for. LIAISON REPORT Councilmember Carpenter gave a brief report on the recent Airport Commission meeting. There being no further business, Councilmember Mitchum moved that the meeting be adjourned.
