HomeMy WebLinkAbout1999-06-08 MINUTES OF COUNCIL JUNE 8, 1999 The Batesville City Council met for its regular meeting on June 8, at 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Gaither gave the invocation. Upon roll call, all the council answered present. Also present were the City Clerk and the City Attorney. MAYOR'S ANNOUNCEMENTS Mayor Biard said that tomorrow afternoon the City will hold a public hearing for a parks and recreation grant. Parks Supervisor Randy Palmer was present to explain and answer any questions regarding the application for the parks grant. The Mayor said there is a committee discussing the use of the Radio Station property and it has been suggested to place playground equipment in that area for small children. Mr. Palmer said the complete grant application had to be in the mail by Friday. Mr. Chad McClure showed a video of the clean up along the Bayou. The City received a $49,950 grant for the clean up process. Mayor Biard said the clean up should be complete by the end of this week. Mr. McClure showed the council a zoning map concerning the zoning of a particular piece of property on Hwy 25. The planning commission asked the council to approve to pay the expense to hire a surveyor to determine the correct zoning of the property the. Councilmember Carpenter said the City zoning map is correct and if a property owner wants the land surveyed, it should be at the property owner's expense not the City's. Councilmember Carpenter moved to not pay for the survey, send the request back to the planning commission, and authorize Mr. McClure to work on getting an updated, larger zoning map for the City. Mayor Biard said he needed the council's approval for expenditures out of the Jaycee Trust Account. The Mayor said the Jaycees have asked to take $6,000 for a two-day rodeo with all the proceeds from the rodeo to go back into improving the rodeo arena. Secondly, an $8,000 draw for a floating water cascade (fountain) with color lights at Row Lake. The Mayor said the fountain will be pretty and provided needed aeration for the fish at the lake. Councilmember Bone moved to approve the Jaycee withdrawals and Councilmember Cargill seconded. All voted for. Mayor Biard said the council needed to make a decision on how to proceed regarding the possible by-pass through Eagle Mountain Blvd. After a discussion, the Mayor said he would ask the highway department to make a recommendation of where the by-pass would be located and then call for a public hearing. The City has applied for a grant to purchase a second wood chipper. The grant application is for $15,000 which would cover approximately half of the cost of a chipper. REVIEW BILLS After a review of the bills, Councilmember Cargill moved to pay the bills. Councilmember Insell seconded and all voted for.
