OCTOBER 26, 1999
The Batesville City Council met for its regular meeting on October 26, at 5:30 P.M. at
the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Pectol
gave the invocation. Upon roll call, all the council answered present. Also present were the
City Clerk and the City Attorney.
Councilmember Ford moved to approve the minutes from the previous meeting.
Councilmember Cargill seconded and all voted for.
Councilmember Ford moved to approve the prepared agenda and Councilmember
Pectol seconded. All voted for.
PRESENTATION TO WAL-MART
Animal Control Officer Bill Burrus presented Wal-Mart with a plaque of appreciation for
pet food donations. Mr. Burrus said Wal-Mart has donated thousands of pounds of pet food
to the City and what the City did not use he gave to the County Humane Society.
PRESENTATION BY MAIN STREET BATESVILLE
Mr. Bob Carius and Ms. Selina Anderson with Main Street Batesville gave a
presentation to the City Council. Mr. Carius read the Mission Statement of the Main Street
Batesville program and gave the goals and perspective for the next twelve months. Funds for
the Main Street Batesville will be considered in the upcoming budget process.
DISCUSSION OF INTERLOCAL LAW ENFORCEMENT AGREEMENT
Mayor Biard asked the council not to make a rushed decision regarding the Interlocal
Law Enforcement Agreement. The Mayor said he will make a presentation to the council and
present an overall picture for what he perceives the needs are for our city. Mayor Biard said
he would make his presentation on or before the first council meeting in January 2000. The
Mayor opened the meeting to the public for input. After a brief discussion from the audience,
the council then discussed the agreement among themselves. Councilmember Insell said
that a vote was not necessary tonight but the council did not need to drag their feet on
making a decision regarding the agreement. Councilmember Ford moved to table a decision
regarding the Interlocal Law Enforcement Agreement until the January 11, 2000 council
meeting. Councilmember Cargill seconded and the roll call count was 3 against (Carpenter,
Insell and Bone) and 5 for (Carpenter, Ford, Gaither, Mitchum and Pectol). The motion
passed.
1998 AUDIT REPORT
Mayor Biard read a letter from the Arkansas Legislative Joint Auditing Committee
approving the audit for the City for the period 1998 prepared by Hughes, Welch and Milligan,
CPA's.
CEMETERY RESOLUTION
The council considered a cemetery resolution for Irene M. Homesly, Certificate #99-
299-1, for $800.00. Councilmember Cargill moved to approve the resolution and
Councilmember Insell seconded. All voted for.
FINANCIAL STATEMENT
The council was given a copy of the financial statement for the month ending
September 30, 1999.
There being no further business, Councilmember Mitchum moved that the meeting be
adjourned. Councilmember Gaither seconded and all voted for.
