HomeMy WebLinkAbout1999-11-23 MINUTES OF COUNCIL NOVEMBER 23, 1999 The Batesville City Council met for its regular meeting on November 23, at 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Bone gave the invocation. Upon roll call, all the council answered present. Also present were the City Clerk and City Attorney. Councilmember Ford moved to approve the minutes from the previous meeting. Councilmember Insell seconded and all voted for. Councilmember Insell moved to approve the prepared agenda. Councilmember Cargill seconded and all voted for. PRESENTATION TO DEWEY AND DORLA ROWE Mayor Biard and the City Council presented Mr. Dewey Rowe, Jr. and Mrs. Dorla Rowe with a City jacket for their work in clearing brush at Riverside Park across the street from the Golf Course. Mr. & Mrs. Rowe spent numerous hours and about $3,500.00 of their own money making the improvements to the area. Mayor Biard noted that Mr. & Mrs. Rowe were not asked to do the improvements but took on the job on their own. PRESENTATION BY SOUTHSIDE GOVERNMENT CLASS Ms. RaShel Olson with the Southside High School Senior Government Class and Mr. Jason Weaver, teacher of the government class, addressed the council regarding Batesville's curfew. As a class project, a survey of the Southside student body, teachers, and the Independence County Sheriffs Department was conducted. Their study showed that only 25% of the students and faculty were aware that Batesville had a curfew and only 4 to 8% knew the hours of the curfew. The class recommended that the City post the curfew hours on all city limit signs as well as city parks, popular parking lots and heavily traveled streets. They also said posting the times in the Batesville Guard periodically during the year would be helpful. Councilmember Bone moved to place signs throughout the City and Councilmember Cargill seconded. All voted for. PRESENTATION BY CHAMBER OF COMMERCE Mr. Danny Yeager, President of the Batesville Area Chamber of Commerce, addressed the council with a presentation of past chamber activities and future projects. The City currently gives $20,000.00 to the chamber and the proposal presented requests $20,000.00 for the 2000 budget. Ms. Bone asked Mr. Yeager how much the county gives and he said they also ask for $20,000 from the county but the past 3 years they have only received $5,000.00 per year. DISCUSSION OF CORPS - CITY PROJECT Mr. Jim Woods, the City Special Projects Director, explained the additional costs due to the Corp of Engineers for the Batesville Flood Levee. Mr. Woods said the City will have to pay somewhere between $32,800.00 to $47,120.00 for overruns from the past levee project. The payment amount is not included in the proposed 2000 budget. Councilmember Ford asked if this payment would put an end to the Corp payments for the levee project and Mayor Biard said it should. EXECUTIVE SESSION Councilmember Insell moved to go into executive session. Councilmember Ford seconded and all voted for. Upon returning from executive session, the council gave the Mayor discression to give bonuses to full-time and part-time employees of the City. 2000 BUDGET PRESENTATION The council was given a copy of the proposed 2000 budget. Mayor Biard went over several areas of the budget and asked the council to study the proposed budget and be prepared to adopt it at the December 14 council meeting. FINANCIAL STATEMENT The council was given a copy of the financial statement for the month ending October 31, 1999.
