Strahl, a long time Batesville resident and proponent for the revitalization of downtown Batesville,recently passed away;and WHEREAS,Anne M. Strahl, had previously donated to the City lots 3 and 4,between Ozark Furniture Outlet and the Blankenship Law Firm,to be used as a park;and WHEREAS,upon her passing,Anne M Strahl generously left the city significant funds for the maintenance and repair of said park; WHEREAS,Anne M. Strahl,wished to honor her family, the Maxfields,who were prominent Batesville merchants from the mid-19`' century through the early 20`x'century and were elemental in building downtown Batesville, WHEREAS,the City of Batesville wishes to honor individuals and families that have made significant contributions to the benefit of the City of Batesville and its citizens;and NOW,THEREFORE BE IT RESOLVED,BY THE CITY COUNCIL OF THE CITY OF BATESVILLE,ARKANSAS SECTION 1: The City of Batesville hereby establishes Maxfield Park on the lots donated by Anne M. Strahl, and names said park in honor of her family, the Maxfields,who played an important role in building our city. SECTION 2:The City of Batesville further adopts the attached timeline for the completion of Maxfield Park. PASSED AND APPROVED this`'' day of March, 2016. Rick Elumbaug Mayor City of Batesville Denise Johnston City Clerk City of Batesville Maxfield Park phases of construction: Phase 1 to be complete by June 1, 2016: 1) The Batesville City Council working with Mayor Rick Elumbaugh will pass a resolution proclaiming the establishment of Maxfield Park. There will be five (5) additional construction phases after this establishment. A final (7th) phase will be a formal dedication of the park. 2) Break ground by leveling elevations to proper height in playground area and memorial fountain/sculpture area. 3) Do dirt work and leveling in three areas to create approximately 20 parking spaces with a gravel base. 4) Erect a temporary sign indicating the location of Maxfield Park. The sign will feature the date of establishment, and a shortened version of the five (5) following phases. Phase 2 to be complete by November 1, 2016: 1) Remove the native stone from existing structure and store in a safe place to be used throughout the park. 2) Run water lines to areas that will require a water source. These facilities will require water: A. Restroom B. Memorial fountain C. Waterfall and fish pond D. Drinking fountain E. Landscape watering 3) Install electric breaker panel and run electric conduit to areas that will require electricity. These facilities will require electrical power: A. Restroom B. Memorial fountain C. Waterfall and fish pond D. Security light pole system E. Stage Phase 3 to be complete April 12017: 1) Build restroom with native stone. 2) Install security light pole system. 3) Install large tanning stone that belonged to the Maxfield family and was donated to the park. 4) Construct a concrete pathway into the green space. Phase 4 to be complete November 1, 2017: 1) Install safety fences in areas that will require them. These areas are: A. Along the north edge of the park that runs parallel to the railroad tracks. B. Along areas with a vertical elevation change or drop off. 2) Install bleachers along sloped embankment that faces the playground and Polk Bayou. Phase 5 to be complete October 1, 2017: 1) Build water fall and fish pond with a bridge crossing it. 2) Build and install the memorial fountain/ sculpture. 3) Complete landscaping. 4) Pave all areas of parking lot. Phase 6 to be complete March 15, 2019: 1) Install children's playground 2) Construct outdoor stage 3) Erect a historical marker sign recognizing the Maxfield family; it will also contain donors' names that made the completed park possible. Phase 7 to be complete March 15, 2019: Hold a dedication ceremony after the construction has been completed.
