FEBRUARY 22, 2000
The Batesville City Council met for its regular meeting on February 22, at 5:30
P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting.
Councilmember Carpenter gave the invocation. Upon roll call, all the council answered
present except Councilmember Gaither. Also present were the City Clerk and the City
Attorney.
Councilmember Ford moved to approve the minutes from the previous meeting.
Councilmember Insell seconded and all voted for.
Councilmember Ford moved to approve the prepared agenda as amended.

UPDATE ON AMERICANS DISABILITY ACT LAWSUIT
Mayor Biard showed the council a map of sidewalks throughout the City that
have to become compliant with the Americans with Disabilities Act. The Mayor said he
is going to meet with the attorneys involved with the lawsuit next week and will in the
near future have a resolution for the council to adopt that will appropriate monies to
make our City compliant.
DISCUSS TRAINING EXPENSES FOR PATROL OFFICERS
Councilmember Insell told the council that 3 metro officers were being sent to the
police academy. Mr. Insell was concerned that the City is paying for all the training of
officers and then they are transferred to the County. The council discussed the option
of transferring the officers to county slots and having the county pay for the training,
however, three certified officers would have to be put in metro slots at a higher rate of
pay. Councilmember Cargill moved to transfer one officer to the county, let the city pay
for the training of two officers and the county pay for one. Councilmember Insell
seconded and all voted for.
MAYOR'S ANNOUNCEMENTS
Mayor Biard told the council he received approval today for T21 funds to make a
walking — bike paths along the White River. The paths would start at Riverside Park
and continue under the bridge up behind Con-Agra. The grant was for $280,320.00
with a City match of$73,584.00. The Mayor said these funds are not in this year's
budget and he will wait until the March 28th sales tax election to ask the council for
funding.
EXECUTIVE SESSION
Councilmember Insell moved to go into executive session. Councilmember
Pectol seconded and all voted for.
Upon returning from executive session, Councilmember Bone moved to appoint
Crystal Bradley to the Parks and Recreation Commission. Councilmember Cargill
seconded and all voted for. Ms. Bradley will replace Mr. Bubba Hargett who moved
from the area. The term will expire May 10, 2000.
CEMETERY RESOLUTION
The council considered a cemetery resolution for W.B. and Marcella Mathis,
Resolution #2000-53-1 for $200.00. The resolution being in order, Councilmember
Cargill moved to adopt the resolution. Councilmember Insell seconded and all voted
for.
FINANCIAL STATEMENT
The council was given a copy of the financial statement for the month ending
January 31, 2000.
There being no further business, Councilmember Mitchum moved that the
meeting be adjourned. Councilmember Insell seconded and all vote for.
