HomeMy WebLinkAbout2000-03-14 MINUTES OF COUNCIL MARCH 14, 2000 The Batesville City Council met for its regular meeting on March 14, at 5:30 P.M. at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Gaither gave the invocation. Upon roll call, all the council answered present except Councilmember Bone. Also present were the City Clerk and the City Attorney. Councilmember Ford moved to approve the minutes from the previous meeting. Councilmember Pectol seconded and all voted for. Councilmember Ford moved to approve the prepared agenda as amended and Councilmember Insell seconded. All voted for. RESTORATION OF MELBA THEATER Mr. Terry Chandler addressed the council and told of his current restoration of the Melba Theater. Mr. Chandler said he hopes to have the restoration complete within the next couple of months and will open a discount theater showing second runs and classic movies. His plans now include to be open on Friday and Saturday and possibly a Sunday Matinee. ORDINANCE TO CHANGE PROPERTY AT 890 25th STREET FROM R-2 RESIDENTIAL TO C-2 COMMERCIAL Mayor Biard read an ordinance that would re-zone property located at 890 25th Street from R-2 Residential to C-2 Commercial. Councilmember Cargill moved to suspend the rules and place the ordinance on the second reading. Councilmember Carpenter seconded and the roll call vote was 7 for and 0 against. The Mayor read the ordinance for the second reading and Councilmember Cargill moved to further suspend the rules and place the ordinance on the final reading. Councilmember Carpenter seconded and the roll call was 7 for and 0 against. The Mayor read the ordinance for the third and final reading. Councilmember Cargill moved to adopt the ordinance and Councilmember Gaither seconded. The roll call count was 7 for and 0 against. The ordinance was given # 2000-3-1. Councilmember Gaither moved to adopt the emergency clause and Councilmember Ford seconded. All voted for. MAYOR'S ANNOUNCEMENTS Mayor Biard told the council of the recent grant approval of$442,000 to complete the stabilization project on the north banks of the White River. The project will continue upstream, under the bridge up to Galloway Sand and Gravel. Mayor Biard told the council the city qualified for a Certificate of Achievement for Excellence in financial Reporting for the annual financial report for the fiscal year ending December 31, 1998. The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. The city will receive a Certificate of Achievement plaque to display at city hall in about eight weeks. PAID BILL REPORT The council was given a copy of the paid bill report and revenue report for the month ending February 2000. COUNCIL COMMENTS Councilmember Insell asked the Mayor to consider doing a study of the Bayou for pollutants. Mr. Insell made a motion that if the one percent sales tax passes, that the city contract to have a thorough study done of the Bayou for pollutants. Councilmember Carpenter seconded and all voted for. There being no further business, Councilmember Mitchum moved that the meeting be adjourned. Councilmember Cargill seconded and all voted for.
