HomeMy WebLinkAbout2000-11-14 MINUTES OF COUNCIL NOVEMBER 14, 2000 The Batesville City Council met in regular session on November 14, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Mr. Nick Baxter with the Batesville Water Utility gave the invocation. Upon roll call, all the council answered present. Also present were the City Clerk and the City Attorney. Councilmember Ford moved to approve the minutes from the previous meeting. Councilmember Insell seconded and all voted for. Councilmember Insell moved to approve the prepared agenda and Councilmember Ford seconded. All voted for. ANIMAL APPRECIATION PRESENTATION FROM ANIMAL CONTROL Animal Control Officer Bill Burrus and Mrs. Bev Finch with the Independence County Humane Society presented plaques of appreciation to Mr. Tim Cowgur, Ms. Catherine Jefferies and Mr. Wesley Winkle all with Wal-Mart and Mrs. Pat Jones, representing the Jones Family, Ms. Shelly Garth, Ms. Rebecca Payne and Ms. Kristy Campbell all with the Batesville Guard. Mr. Burrus personally thanked Wal-Mart and the Guard for all the support they have given the Batesville Animal Control Department. PRESENTATION BY CHAMBER OF COMMERCE Mrs. Debbie Allen, Director of the Batesville Area Chamber of Commerce, and Mr. Woody Castleberry, board member, addressed the council. Several handouts were given to the council. Ms. Allen said the chamber was reducing their request from the City for the year 2001 to $15,000.00. She said that the Chambers goal was to be total funded by private contribution within the next few years. AIRPORT COMMISSION Dr. Don Gillchrist, Chairman of the Airport Commission, addressed the council to discuss the financial needs of the City's Airport. Dr. Gillchrist said it would help the airports finances if the City could put the airport manager on its payroll. The salary is $22,000.00. If the city would agree to Dr. Gillchrist request, the total request from the airport will be $42,000.00. PRESENTATION OF FIRST READING ON UTILITY WATER RATES Councilmember Cargill introduced an ordinance that would repeal ordinance # 91-1-3 fixing rates for water to be furnished by the waterworks system of the City of Batesville. Mayor Biard read the ordinance in full. PRESENTATION OF FIRST READING ON UTILITY SEWER RATES Councilmember Insell introduced an ordinance that would amend ordinance # 90-12-1 with respect to the establishment of rates for sewer services and other matters. The Mayor read the ordinance in full. The council then listened to a presentation by the water utility. Councilmember Carpenter moved to take a 10 minute break and Councilmember Insell seconded. All voted for. The presentation resumed and the Mayor noted that the public hearing regarding the utility increase is scheduled for the next council meeting. SECOND READING ON ANIMAL CONTROL ORDINANCE Councilmember Ford moved to place the ordinance on the second reading. Councilmember Pectol seconded and all voted for. The Mayor read the ordinance and Councilmember Cargill moved to place the ordinance on the third and final reading. Councilmember Carpenter seconded and the roll call count was 8 for and 0 against. The Mayor read the ordinance for the final reading and Councilmember Ford moved to adopt the ordinance. Councilmember Pectol seconded and the roll call count was 3 for (Ford, Pectol and Carpenter) and 5 against (Bone, Cargill, Gaither, Insell and Mitchum). The motion failed. DISCUSSION OF EMPLOYEE HANDBOOK Councilmember Insell moved to put the discussion of the employee handbook on the next council meeting and Councilmember Bone seconded. All voted for. CEMETERY RESOLUTION The council considered a cemetery resolution for David L. Cunningham, #2000-319-1, for$800.00. The resolution being in order, Councilmember Insell moved to adopt and Councilmember Gaither seconded. All voted for. PAID BILLS REPORT The council was given a copy of the paid bills reports for the month ending October 31, 2000.
