HomeMy WebLinkAbout2001-03-13 MINUTES OF COUNCIL MARCH 13, 2001 The Batesville City Council met on March 13, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave the invocation. Upon roll call the following Councilmember answered present; Dana Bone, Jim Cargill, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol and Jim Watkins. Councilmember R.L. Carpenter was absent. Also present were the City Clerk Denise Johnston and City Attorney Scott Stalker. Councilmember Ford moved to approve the minutes from the previous meeting. Councilmember Cargill seconded and all voted for. Councilmember Ford moved to approve the prepared agenda as amended and Councilmember Cargill seconded. All voted for. MAYOR'S ANNOUNCEMENTS Mayor Biard said City Yard needs a place to store traffic signals supplies. Don's Diesel has an 8'/2 X 8'/2 dry box truck bed for$1,500. They have offered the city $500 for a 6 X 18 trailer that was used to haul trash. The trailer has not been used since 1984. The Mayor said he will trade in the trailer and give Don's Diesel $1,000 for the dry box. He said he will pay for the purchase out of the Mayor's discretionary fund. PRESENTATION BY SHERIFF DAN JOHNSON Sheriff Johnson gave the council a copy of the Independence County Sheriff's Department Activity and Status Report for February 2001. Councilmember Bone discussed her concerns with littering at Riverside Park. Sheriff Johnson said he would bring the concerns to his Leadership Committee. CONSIDERATION OF ORDINANCE TO REFINANCE BOND ISSUE FOR UTILITIES Mr. Edmond G. Hurst, with Crews & Associates, Inc. and Mr. Shep Russell with Friday, Eldridge and Clark Law Firm addressed the council regarding the ordinance to refinance bond issue for the Batesville Water Utility. Councilmember Bone introduced the ordinance and Mr. Russell read the ordinance in full. Councilmember Watkins moved to suspend the rules and place the ordinance on the second reading by title only. Councilmember Cargill seconded and the roll call count was 7 for and 0 against. Mayor Biard read the ordinance for the second reading and Councilmember Cargill moved to further suspend the rules and place the ordinance on the third reading by title only. Councilmember Gaither seconded and the roll call count was 7 for and 0 against. Mayor Biard read the ordinance for the final reading and Councilmember Gaither moved to adopt the ordinance. Councilmember Watkins seconded and the roll call count was 7 for and 1 (Bone) against. The ordinance was given #2001-3-1. Councilmember Cargill moved to adopt the emergency clause and Councilmember Watkins seconded. All voted for. EMPLOYEE HANDBOOK The council was given a list of the changes that the handbook committee recommended for the employee handbook. The council was asked to take the changes home and consider the handbook at the next meeting. PAID BILLS REPORT The council was given a copy of the paid bills reports for February 2001.
