HomeMy WebLinkAbout2001-04-24 MINUTES OF COUNCIL APRIL 24, 2001 The Batesville City Council met in regular session on April 24, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave the invocation. Upon roll call the following Councilmembers answered present: Dana Bone, Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol and Jim Watkins. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. Councilmember Ford moved to approve the minutes from the previous meeting. Councilmember Gaither seconded and all voted for. Councilmember Ford moved to approve the prepared agenda and Councilmember Gaither seconded. All voted for. DISCUSS REPLACING GREENS AT GOLF COURSE Mr. Randy Palmer, Director of the Parks Department, informed the council that when they uncovered the greens they discovered that the greens were dead. After consulting with specialist he said there were several factors that killed the greens. Mr. Palmer said that after much thought they decided to till up the greens and put new sod on the greens. If they had used sprigs it would take about 12 weeks to bring back the greens compared to 4 weeks with laying the sod. Palmer said the City has not lost any greens in the past 27 years. The cost to lay the sod will be approximately $12,000.00. Mr. Palmer told the council that they would probably have to revise his budget at the end of the year because of this unexpected expenditure. DEPARTMENT SUPERVISORS AND COUNCIL TO DISCUSS VEHICLE USAGE The council discussed with city department heads regarding who should drive City vehicles to and from work. The discussion of not allowing city vehicles to be used for personnel use was also addressed. After a lengthy discussion, the following employees were approved to drive city vehicles to and from work; Mayor Biard, Marty Thompson, Randy Palmer, Steve Martin, Bob Davis, James Boothby, Bill Burrus, Barbara Brooks, Sanford St. John, Johnny Coles and Don Martin. The City Clerk informed the employees that those who were not considered emergency personnel as outlined by the Internal Revenue Service would have a car allowance added to their W-2 under other compensation. RESOLUTION CONCERNING EMPLOYEE HANDBOOK Mayor Biard read a resolution that would adopt an Employee Handbook for the City. Councilmember Pectol moved to adopt the handbook and Councilmember Cargill seconded. All voted for except Councilmember Bone. The resolution was given 42001-4-1. DISCUSSION OF DRUG FREE WORKPLACE The council discussed the adoption of a drug free workplace policy. City Safety Director Sharon Taylor answered questions from the council. After a discussion, the council asked the clerk to provide figures for the cost of the program at the next meeting. CEMETERY RESOLUTION The council considered a cemetery resolution for Alan Moore, Cert. 4 2001-100-1 for 41,300.00. The resolution being in order, Councilmember Mitchum moved to accept the resolution. Councilmember Gaither seconded and all voted for. There being no further business, Councilmember Mitchum moved that the meeting be adjourned. Councilmember Bone seconded and all voted for. JOE M.
