JULY 10, 2001
The Batesville City Council met in regular session on July 10, at 5:30 P.M.
at the Municipal Building. Mayor Joe Biard presided over the meeting.
Councilmember Ford gave the invocation. Upon roll call the following council
answered present; Dana Bone, Jim Cargill, R.L. Carpenter, Robert Ford, Gerald
Gaither, Jim Mitchum, Jim Pectol, and Jim Watkins. Also present were the City
Clerk and the City Attorney.
Councilmember Ford moved to approve the minutes from the last meeting
and Councilmember Gaither seconded. All voted for.
Councilmember Ford moved to approve the prepared agenda.
Councilmember Bone seconded and all voted for.
THIRD READING OF AN ORDINANCE AMENDING ZONING CODE
RELATING TO HISTORICAL RESIDENTIAL DISTRICT
Mayor Biard read an ordinance that would amend the zoning code relating
to the historical residential district for the third and final reading. The ordinance
would amend Section V-Subsection II, Paragraph C by changing the wording
from "structure" to "property". Dr. Terrell Tebbetts spoke on behalf of a group of
people who are interested in passing the proposed ordinance. Mr. David Insell
spoke in opposition to the ordinance. After a discussion from the council,
Councilmember Bone moved to adopt and Councilmember Cargill seconded.
The roll call vote was 3 for (Bone, Cargill and Mitchum), 4 against (Pectol,
Watkins, Carpenter and Gaither) and Councilmember Ford abstained. The
motion failed.
PRESENTATION OF WHITE RIVER PAGEANT ASSOCIATION
Mrs. Wynette Baker and Mrs. Debby King addressed the council to
request an additional $600.00 in scholarship money for the Miss Batesville
Pageant. Mrs. Baker explained that the White River Pageant Association
recently decided to move the Miss Batesville Pageant and the younger
categories from the usual January date to the week of the Water Carnival.
Because of the change, there will be two Miss Batesville pageants this year.
Councilmember Bone moved to approve the additional $600 to come out of the
public relations line item. Councilmember Carpenter seconded and all voted for.
PRESENTATION ON DRUG TESTING — SAFETY DIRECTOR SHARON
TAYLOR
Safety Director Sharon Taylor showed the council a video tape on oral
collections for drug testing. Mrs. Taylor and Mr. John Baxter, Director of HDS, a
company who the City could purchase the oral drug screen kits from, addressed
the council to answer any questions regarding the drug testing. After a
discussion, Councilmember Cargill moved for the Safety Director to draft a drug
testing policy for the council to consider. Councilmember Carpenter seconded
and all voted for. The consensus is to adopt a policy to have in place by January
1, 2002.
There being no further business, Councilmember Mitchum moved that the
meeting be adjourned. Councilmember Watkins seconded and all voted for.
