HomeMy WebLinkAbout2001-08-28 MINUTES OF COUNCIL AUGUST 28, 2001 The Batesville City Council met in regular session on August 28, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Ford gave the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol and Jim Watkins. Councilmember Dana Bone was absent. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Cargill seconded and all voted for. Councilmember Ford moved to approve the prepared agenda. Councilmember Gaither seconded and all voted for. REQUEST BY SHERIFF'S OFFICE Independence County Sheriff Dan Johnson and Chief Deputy John Hilburn addressed the council regarding comp time for a metro employee, John Carroll, who recently quit the sheriff's department. The Sheriff said the employee has about 446.5 hours of comp time which will be about $5,582 plus $1,037 for worked hours for a total of$6,619. Sheriff Johnson asked the council to approve paying the comp in one payment instead of leaving the employee on the payroll for the next 10 weeks. Councilmember Cargill moved to pay the comp time and Councilmember Watkins seconded. All voted for. DISCUSSION WITH BATESVILLE SCHOOLS TO CHANGE TRAFFIC PATTERN ON JENNINGS LANE Batesville School Superintendent Ted Hall, School Resource Officer Alan Cockrill, and Transportation Superintendent Richard O'Neil addressed the council requesting two yield signs for Jennings Lane that runs next to the school property. Mayor Biard showed a video to the council of the portion of Jennings that connects to the school property. He asked the council to approve additional paving to make room for turn lanes and additional striping along with the two yield signs. Officer Cockrill showed a drawing that explained the new traffic flow for the Jr. High and High School. He expressed how the additional paving, striping and yield signs will improve the traffic flow in the mornings and afternoons at the schools. Councilmember Watkins moved to approve the additional paving, striping and yield signs for Jennings Lane and Councilmember Ford seconded. All voted for. DETERMINATION BY COUNCIL TO REMOVE A HOUSE LOCATED AT 2455 NEELEY STREET Code Enforcement Officer Chad McClure showed the council pictures of the property located at 2455 Neeley Street. The property is owned by David W. Pinkston. Mr. Pinkston is currently in the military. The council asked the City Attorney to make sure there are no exemptions because Mr. Pinkston is stationed out of state in the military. Councilmember Watkins moved to table any further action until an opinion is given by the City Attorney. Councilmember Ford seconded and all voted for. FINANCIAL STATEMENTS The council was given a copy of the July 31, 2001 financial statements. MAYOR'S ANNOUNCEMENTS Mayor Biard asked the council to approve a fixed amount of$350 as the cost to bill properties owners for the city cleaning up condemned property and give the Mayor discretion to charge more if the property contains more than one lot. Councilmember Ford approved the request and Councilmember Pectol. All voted for. FREEDOM OF INFORMATION REQUEST Ms. Angelia Roberts with the Batesville Guard made a formal Freedom of Information request for the specifics on the Garcia lawsuit settlement. Mayor Biard said her request will be given to the City Attorney. There being no further business, Councilmember Watkins moved that the meeting be adjourned.
