HomeMy WebLinkAbout2001-09-11 MINUTE OF COUNCIL SEPTEMBER 11, 2001 The Batesville City Council met in regular session on September 11, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Ford gave the invocation. Upon roll call the following Councilmembers answered present: Dana Bone, Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol and Jim Watkins. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Cargill seconded and all voted for. Councilmember Ford moved to approve the prepared agenda. Councilmember Gaither seconded and all voted for. REQUEST FROM SHERIFF'S DEPARTMENT Sheriff Dan Johnson and Chief Deputy John Hilburn addressed the council regarding a grant proposal for additional officers. Chief Hilburn said he was in the process of applying for a STOP Grant which is a grant to hire policemen and equipment dedicated to family violence prevention. The total grant will be $272,695.79 with a 25% match by the city and county. Mr. Hilburn said city and county match can include in- kind work. He said with the city's approval, he would apply for 4 officers (1 investigator and 3 deputies) and 4 vehicles with all the necessary equipment. Two officers and cars will be assigned to the county and two officers and cars to the city. The county gave the approval for the grant application last night. The Chief said the way the figures look now, the city will be obligated to about $13,215.00 but this figure could be a little higher. He said the best part of the program is if the monies are not distributed next year for the grant, the city did not have to continue with the program. The sheriff's department would lay off the four officers but get to keep the four cars. He also said the money will not have to be spent until 2002 so the council will be able to budget for the expense for next year. After a discussion, Councilmember Bone moved to proceed with the grant application and Councilmember Carpenter seconded. All voted for. Chief Hilburn said he would come to the next meeting with the exact figures for the grant proposal. CODE ENFORCEMENT REVIEW AND UPDATE Code Enforcement Officer Chad McClure gave the council a review and update of his department. Mr. McClure showed the council pictures of a house on Broad Street. The house on the property burned over four years ago. Mr. Dave Hughes who is in the process of repairing the house has been before the council on three separate occasions. The pictures show little improvement to the house since 1999. Mr. McClure said the yard needed to be cleaned up as well as debris removed from the property. He said the yard has been out of compliance for quite some time and he has already issued Mr. Hughes a warning. Councilmember Gaither moved to have the Code Enforcement Officer instruct Mr. Hughes to clean up the property by September 19, 2001. Councilmember Pectol seconded. After a discussion, Mr. Gaither withdrew his original motion and instead moved for the Code Enforcement Officer to issue a citation for non- compliance to Mr. Dave Hughes regarding the yard of the property. Councilmember Pectol seconded and all voted for. COMMISSION APPOINTMENTS The council considered the re-appointment of two Parks and Recreation Commissioners. The members are Mrs. Levita Gist and Ms. Crystal Bradley. Both members were filling unexpired terms for previous commissioners. Councilmember Bone moved to re-appoint Mrs. Gist and Ms. Bradley. Councilmember Watkins seconded and all voted for. Ms. Bradley's term will run until 5/10/2005. Mrs. Gist's term will run until 5/10/2006.
