HomeMy WebLinkAbout2016-12-27 MINUTES OF COUNCIL DECEMBER 27, 2016 The Batesville City Council met in regular session on December 27th at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Sonya Crafton, Margaret Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmembers Chris Beller and Tommy Bryant were absent. Councilmember Matthews was present for roll call but had to leave for a few minutes. He returned for item B under unfinished business. Councilmember Hubbard moved to approve the minutes from the previous meeting. Councilmember Shetron seconded and all voted for. Councilmember Shetron moved to approve the prepared agenda. Councilmember Poole seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS A) SECOND READING OF AN ORDINANCE TO LEVY A TAX ON CERTAIN ACCOMMODATIONS AND AUTHORIZING THE CREATION OF AN ADVERTISING AND PROMOTION COMMISSION Councilmember Shetron moved to table the second reading until the first meeting in January. Mr. Shetron said due to the holidays and the changing of the council meeting dates, the public may need more time to be informed about the proposed ordinance. Councilmember Poole seconded. Mayor Elumbaugh asked the Chamber of Commerce Tourism Director, Mr. Kyle Christopher, to address the council regarding the proposed ordinances. Mr. Christopher said all of the local hotel and motel owners are in favor of the ordinances and no citizens of Batesville or Independence County have voiced any opposition. Councilmember Henley said she felt like the ordinance had been discussed several times and anyone in opposition would have had plenty of time to notify the City or their council representative. The electronic vote regarding the tableting of the ordinance was 2 for (Shetron and Poole) and 3 against (Crafton, Henley and Hubbard). The motion failed. City Attorney Meitzen read the ordinance in full. Mayor Elumbaugh said the ordinance will be placed on the next meeting's agenda for the third and final reading. B) SECOND READING OF AN ORDINANCE TO PROVIDE FOR THE ENFORCEMENT AND COLLECTION OF TAXES LEVIED BY THE CITY ON HOTELS AND MOTELS Councilmember Matthews moved to suspend the rules and read the ordinance by title only. Councilmember Hubbard seconded and the electronic vote was 6 for and 0 against. Mr. Meitzen read the ordinance by title only. Mayor Elumbaugh said the ordinance will be placed on the next meeting's agenda for the third and final reading. NEW BUSINESS A) CONSIDER A RESOLUTION FOR THE ADOPTION OF THE 2017 BUDGET FOR THE CITY OF BATESVILLE Councilmember Shetron introduced a resolution to adopt the City's 2017 budget. Mr. Meitzen read the resolution in full. Councilmember Henley moved to adopt the resolution and Councilmember Shetron seconded. The electronic vote was 6 for and 0 against. The resolution was given #2016-12-01-R. MAYOR COMMENTS Mayor Elumbaugh said 2016 has been a very busy year and thanked all of our employees and the council for their hard work and dedication to the City as well as wishing everyone a Happy New Year. LIAISON REPORTS None COUNCIL COMMENTS NONE ADJOURNMENT There being no more business, Councilmember Henley moved that the meeting be adjourned. Councilmember Poole seconded and all voted for.
