HomeMy WebLinkAbout2002-01-22 MINUTES OF COUNCIL JANUARY 22, 2002 The Batesville City Council met in regular session on January 22, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Ford gave the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol and Jim Watkins. Councilmember Dana Bone was absent. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Cargill seconded and all voted for. Councilmember Ford moved to approve the prepared agenda as amended. Councilmember Pectol seconded and all voted for. AREA ARTS COUNCIL Mrs. Robin King addressed the council to inform them that she will be stepping into the position that Mr. Jim Tucker held regarding the Marvin Hotel and the possibility of constructing a Community Service Center. Mr. Tucker is undergoing Chemotherapy in Little Rock but will still be involved with writing grants and other matters dealing with the Arts Council. Mrs. King said they have workers lined out to start removing the rocks at the hotel and then will have the walls removed. She said they hoped to have the clean up completed in about 4 weeks, weather permitting. PRESENTATION BY FRATERNAL ORDER OF EAGLES Mr. and Mrs. Sparky Wilkerson with the Fraternal Order of Eagles addressed the council regarding starting a chapter of the organization in Batesville. The council watched a video explaining what the organization was about. The council gave the Wilkerson's permission to pursue starting the organization and asked to be kept updated on the process. MAYOR'S ANNOUNCEMENTS The Mayor said the engineering study preformed by Arkansas Mechanical estimated a cost of $135,000 to install a new heating and cooling system in the Municipal Building. The Mayor said there were funds available through the Energy Department of Arkansas for such work. He said the application had to be received by the department by February 28. The Mayor said he would complete the application and ask for the full amount to do the project. STATE OF THE CITY ADDRESS Mayor Biard gave his State of the City address as required by law. FINANCIAL STATEMENT The council was given a copy of the financial statement for December 31, 2001. CONSIDER ORDINANCE TO AMEND THE 2001 BUDGET Councilmember Watkins introduced and Mayor Biard read an ordinance to amend the 2001 budget. Councilmember Cargill moved to suspend the rules and place the ordinance on the second reading. Councilmember Watkins seconded and the roll call count was 7 for and 0 against. The Mayor read the ordinance for the second reading and Councilmember Watkins moved to further suspend the rules and place the ordinance on the third reading. Councilmember Cargill seconded and the roll call count was 7 for and 0 against. The Mayor read the ordinance for the final reading and Councilmember Cargill moved to adopt the ordinance and Councilmember Watkins seconded. The roll call count was 7 for and 0 against. The ordinance was given 42002-1-4. CEMETERY RESOLUTIONS The council considered two cemetery resolutions; Roy Westerfield, Certificate 42002-22-1 for $200.00 and Clayton R. Snapp, Certificate 42002-22-2 for $1,200.00. Councilmember Gaither moved to accept the resolutions and Councilmember Watkins seconded. All voted for.
