APRIL 23, 2002
The Batesville City Council met in regular session on April 23, at 5:30 PM at the
Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Ford
gave the invocation. Upon roll call the following Councilmembers answered present:
Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol and
Jim Watkins. Also present were the City Clerk Denise Johnston and the City Attorney
Scott Stalker.
Councilmember Ford moved to approve the minutes from the last meeting.
Councilmember Cargill seconded and all voted for.
Councilmember Ford moved to approve the prepared agenda. Councilmember
Pectol seconded and all voted for.
PRESENTATION BY INDEPENDENCE COUNTY ECONOMIC
DEVELOPMENT FOUNDATION - INFRASTRUCTURE COMMITTEE
Mr. Woody Castleberry addressed the council regarding the possibility of hiring
an Engineering Firm to get a second opinion on the current sewer problems in Batesville.
Some of the council has expressed concern before about the firm used by the Water
Utilities. Mr. Castleberry said that a firm out of Little Rock, recommended by former
Mayor Jim Sherrill, gave the committee a quote not to exceed $6,500 to do a study on the
sewer plant capacities and needed improvements. Mr. Castleberry said the current sewer
plant has not been expanded since 1977. The council asked Mr. Castleberry to approach
the Utility Commission with the proposal and see if they will pay for the study.
CHANGE THE DATE OF THE LAST COUNCIL MEETING IN MAY
The Mayor asked the council to consider changing the date of the May 28th
council meeting to May 23rd. Mayor Biard said the 28th is the day after Memorial Day
and he would be out of town. Councilmember Watkins moved to change the day to May
23rd and Councilmember Gaither seconded. All voted for. Mayor Biard told the press
that this was the official notice of the meeting change.
CONSIDER CONDEMNATION PROCEEDING AT 1255 DAVIS LANE
Code Enforcement Officer Chad McClure showed the council pictures of a house
at 1255 Davis Lane. The house is rental property and in poor condition. Councilmember
Gaither moved to begin the condemnation process and Councilmember Pectol seconded.
All voted for.
FINANCIAL STATEMENTS
The council was given a copy of the financial statements for March 31, 2002.
There being no further business, Councilmember Mitchum moved that the
meeting be adjourned. Councilmember Watkins seconded and all voted for.
