HomeMy WebLinkAbout2002-11-12 MINUTES OF COUNCIL NOVEMBER 12, 2002 The Batesville City Council met in regular session on November 12, at 5:30 PM at the Municipal Building. Mayor Joe Biard presided over the meeting. Councilmember Watkins gave the invocation. Upon roll call the following Councilmembers answered present: Jim Cargill, R.L. Carpenter, Robert Ford, Gerald Gaither, Jim Mitchum, Jerry Pectol, Paula Terrell and Jim Watkins. Also present were the City Clerk Denise Johnston and the City Attorney Scott Stalker. Councilmember Ford moved to approve the minutes from the last meeting. Councilmember Cargill seconded and all voted for. Councilmember Ford moved to approve the prepared agenda as amended. Councilmember Gaither seconded and all voted for. RECOGNIZE ANDREW CANTRELL FOR COMMUNITY SERVICE Mayor Biard recognized Mr. Andrew Cantrell for a community service he took upon himself for the City. Mr. Cantrell built 4 benches for Row Lake. The Mayor applauded the work of Andrew, who is only 17 years old, and commented that others in the community should follow by his example. SHERIFF'S REPORT Sheriff Dan Johnson gave the Monthly Sheriff's Departmental Activity & Status Report. APPEAL OF DENIAL OF REZONING CLASSIFICATION FOR TALBERT PROPERTY Mr. Bob Stroud addressed the council on behalf of his clients Geneva Talburt, Gene Talburt and John Talburt on the re-zoning appeal from the Planning Commission. At the last meeting, the council recommend that all the property be rezoned R-2 except for a portion of the western part, about 32 feet, to stay HR-1. Mr. Stroud said that his clients were in agreement with the proposal. After a discussion with the council and audience members, Councilmember Watkins introduced the ordinance. Councilmember Cargill moved to suspend all three readings and Councilmember Carpenter seconded and the roll call count was 8 for and 0 against. Councilmember Watkins moved to adopt the ordinance and Councilmember Carpenter seconded. The roll call count was 8 for and 0 against. The ordinance was given#2002-11-1. MAIN STREET BATESVILLE - YEAR-END-REPORT Mrs. Selina Anderson and Mr. Bob Carius with Main Street Batesville addressed the council and gave a year-end report. EXECUTIVE SESSION Councilmember Cargill moved to go into executive session and Councilmember Gaither seconded. All voted for. Upon returning from executive session Councilmember Watkins moved to appoint Dr. Doug Bernard to replace Dr. Bob Carter on the Airport Commission. Councilmember Terrell seconded and all voted for. Dr. Bernard's term will be to 11/09/07. MAYOR'S ANNOUNCEMENTS Mayor Biard said he received a letter from the fire department, Sheriff's department and several other individuals regarding the adoption of a uniform property numbering system to help in identifying property primarily for emergency situations. The council said they thought it was a good idea and asked the Mayor to draft an ordinance. Mayor Biard said he has been approached by White River Petroleum regarding some property owned by the City that lies next to their property on River Street. The Mayor asked the council to go look at the property and be ready to discuss it at the next meeting. The council asked the Mayor to get appraisals on the property. PAID BILLS REPORT The council was given a copy of the paid bills report for October 2002. COUNCIL COMMENTS There being no further business, Councilmember Watkins moved that the meeting be adjourned.
