HomeMy WebLinkAbout2017-05-16 MINUTES OF COUNCIL MAY 16, 2017 The Batesville City Council met in regular session on May 16th at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Mr. Johnathan Abbott gave the invocation. Upon roll call, the following Councilmembers answered present; Chris Beller, Tommy Bryant, Sonya Crafton, Margaret Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Henley seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. Councilmember Hubbard seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council with his department's monthly report. The report showed 38 accidents, 64 incidents, 17 misdemeanor arrests and 15 felony arrests. The Chief said he was fully staffed but will be sending 4 to the academy in August. The classes last fourteen weeks. Chief Cockrill said he has started a bike and foot patrol shift on the walking trails at Riverside Park from 5:00 pm to dark. He said there have been no incidents but he wanted to be proactive to have officers present and interacting with the citizens. He said reactions have been very positive. B) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his monthly report. Mr. Johnson said the focus for the past couple of weeks was clean up from the recent floods. Fortunately, he said, most of the damage is debris and not erosion. He said there is a possibility of some damage to some of the Riverwalk lights. That will be determined once everything is dried out. He reported that the utility construction in East Batesville is progressing. When school is out next week, they will be more aggressive in their work. Both of the treatment plants are working well. The Westside large sewer project is still in the easement acquiring stage. He said he is waiting on the paperwork from the railroad to purchase the portion of land to be used for the sewer expansion. He said he still has a handful of additional easement to obtain but is waiting to acquire the railroad property before proceeding with the other easements. C) JOHNATHAN ABBOTT TO DISCUSS ELEVATOR INSPECTIONS Mr. Johnathan Abbott, Cemetery and Landscape Supervisor and Municipal Building Superintendent, addressed the council regarding a recent inspection of the Municipal Building elevators. Because of new regulations, the elevators have to be updated and additional equipment added for safety purposes. Mr. Abbott said he called 3 elevator companies for estimates for the repairs. Thyssenkrupp Elevator, which is who our elevator contract is with, returned a bid of$17,422.00. Schindler's bid was $10,600.00 and Otis, $6,943.00. Mr. Abbott said our contract with Thyssenkrupp does not prevent us from using another company for these repairs. The repairs have to be completed within 60 days. Councilmember Matthews moved to use Otis for the repairs and to go out for bids for the annual elevator contract. Councilmember Beller seconded and all voted for. Councilmember Hubbard recommended we ask for references when considering the bids. The council also discussed the elevators at the new Community Center. When the warranty expires, we need to include this in with our bids. Councilmember Bryant moved to pay for the repairs from the Alcohol Tax. He said the repairs of the elevators is a safety issue and therefore can be paid from the tax. The motion failed for the lack of a second. D) EXECUTIVE SESSION Councilmember Bryant moved to go into executive session to discuss the hiring, firing, promotion or demotion of one or more city employees. Councilmember Hubbard seconded and all voted for. Upon returning from executive session, Councilmember Shetron moved to reappoint Ms. Patty Cash to the Batesville Housing Authority. Councilmember Beller seconded and all voted for. Ms. Cash's term will expire May 27, 2022. E) PAID BILLS REPORT The council was given a copy of the April, 2017 paid bills report for review. MAYOR COMMENTS Mayor Elumbaugh said he wanted to remind everyone that school will be out next week and there will be lots of children out playing so please be careful when driving. The Mayor said they are going through the "punch list" at the Community Center and Aquatics Park. He said as it stands now, they hope to have the outdoor pool open to the public on Saturday May 27t", Memorial Weekend. The rest of the facilities will follow soon, hopefully the first or second week of June. The Mayor said the first council meeting in June is the 13t", the day before the Municipal League Convention. He said he has to go to the League early and asked to move the meeting to Monday the 12t". Councilmember Matthews so moved. Councilmember Bryant seconded and all voted for. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no more business, Councilmember Hubbard moved that the meeting be adjourned. Councilmember Bryant seconded and all voted for.
