HomeMy WebLinkAbout2017-09-25 MINUTES OF COUNCIL SEPTEMBER 25, 2017 The Batesville City Council met in regular session on September 25th at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Sonya Crafton, Margaret Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Chris Beller and Tommy Bryant were absent. Councilmember Shetron moved to approve the minutes from the previous meeting. Councilmember Henley seconded and all voted for. Councilmember Matthews moved to approve the prepared agenda. Councilmember Shetron seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) CONSIDER AN ORDINANCE TO WAIVE COMPETITIVE BIDDING AND AUTHORIZE THE ACCEPTANCE OF A BID FROM WORLD WATER FOR CONSTRUCTION OF WALKWAYS AT THE WASTEWATER TREATMENT PLANT City Engineer Damon Johnson addressed the council and explained the necessity of installing additional walkways to make it safe for employees to access the two dissolved air flotation units. Currently, he said, the units are being accessed by steep "ship's ladders" with minimal walkways. Mr. Johnson also said the current walkway and ladder system does not allow access to all the moving parts of the units. World Water Works can provide stairs and walkways that are compatible with the dissolved air flotation units and has provided a bid of $49,562.00. Mr. Johnson said he did budget for the expense. Councilmember Matthews introduced the ordinance. Mr. Meitzen read the ordinance in full. Councilmember Matthews moved to suspend the rules and waive the second and third readings. Councilmember Hubbard seconded and the electronic roll call was 6 for and 0 against. Councilmember Shetron moved to adopt the ordinance and Councilmember Matthews seconded. The electronic roll call count was 6 for and 0 against. The ordinance was given #2017-09-04. Mr. Meitzen read the emergency clause and Councilmember Henley moved to adopt. Councilmember Shetron seconded. The electronic roll call was 6 for and 0 against. B) EXECUTIVE SESSION Councilmember Hubbard moved to go into executive session to discuss the hiring, firing, promotion or demotion of one or more employees. Councilmember Henley seconded and all voted for. Upon returning from executive session, no action was taken. MAYOR COMMENTS Mayor Elumbaugh reminded the council of the Municipal League Fall meeting in January. He said this year's meeting will be held in Fort Smith. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no more business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Henley seconded and all voted for.
