SECTION 1. There is hereby created a commission to be known
as the Batesville Aviation Commission, to be composed of five (5)
citizens who are qualified electors of the munici >ality. At least
one of the members shall be fully experienced in aviation and
shall hold a current license as a ori.vate pilot or commercial )ilot.
SECTIO J 2. Said Commissioners: shall be an, ointed by the I ayor
and confirmed by a three-fourt0 (3/4) vote of the duly elected and
qualified members of the City Council, and shall hold office for a
term of five (5) years; ;provided however, that the Commissioners first
annninted shall serve for teras of 17 2, 37 4 and 5 years each, to
be designated by the Myor, and thereafter upon the expiration of
their resaectiva terms, their successors shall be aD pointed for a
term of five (5) years, -41
hcTI:%N 3. The memberL of the Comnission shall receive no
compensation for their services but shall be entitled to reinburseDent
for all exoenses reasonably incurred by them in the performance of
their duties as members of the Commission. Each CorrMssioner shall
take and file the oath required by law in the State of Arkansas.
Further, no member of said Compission shall engage financially in any
aeronautical enter rise other than minority ownership of stock of
a. certificated air carrier not operating on or from the Batesville
Municipal .lir ort. Nor shall al ,y member have any financial interest
in any concession, right or .privilege to conduct any business: or
render any serv=ice for com ensation upon the )remises of said
municipal airport.

Any Commissioner a,o )-)inted by the provisions of
this Ordinance ma7T be removed only by a three-fourths (3/4) vote
of the duly elected and qualified members of the City Council, and
then only after holding a hearing on the ;question and giving 10 days
notice of such to the oarticular corri._,ission member involved.
J_ CT101'1 5. The Commission hereinafter ax,-)ointed shall have
full and com fete auti-lority to build, construct, manac;e, o )era':.e,
improve, extend and maintain the Batesville Airport, its
related orooerties and facilities; and shall have full and corn)lete
charge of said airport, its related i)ro-)erties and facilities,
including the right to em,)loy or remove any !Tind all assistants and
em)loyees of whatever nature, bind or cha.r�cter, and to fix, regulate
and )ay their salaries. It being the intention of this Ordinance to
vest in said Cormaissioners unlimited authority to build, construct,
o,)erate, manaffe maintain, irZorove and extend said munici.oally owned
air)ort, its related )ro,)erties and facilities, and to have full and
coml)lete charge thereof. The Com,,:ission is further e1'm)ower-1d to
represent Line City of Batesville before any �3tat,e or Federal authority
having jurisdiction over t u o)eration of air transo,)rtation or ublic
or private aircr,-.ft or air.) )rts.
6. All revenues derived from the (� )oration of such
airport or flying fields or re,' ated )r)-)er.ty, after ):crying t;qe
o,oeration expenses end maintenance, shall be set aside and used for
additional i.r,ioroverrents of such air,)ori, or for ti -le retirement of any
debt and intere-;t incurred for the purchase and irrr;rovement of such
<_Iiroort or flying field.
