Section 6. That this Resolution is adopted pursuant to the aut:iovri ti
conferred by Ordinance No. 739 of the Ordinances of the City of Batesville,
Arkansas, and said Ordinance No. 739, together wiih ar_d as amended and ie-
mented by this Resolution, shall continue in full force and effect.
Section 7. That the provisions of ill -is Resolution are hereby declar,�d
to be separable and if a section, phrase or provision shall be declared invalid,
such declaration shall not affect the validity of the remainder of the Resolution.
Section 8. That it is hereby ascertained and declared that the improve-
ments to the Sewer System must be accomplished as soon as possible in order to
alleviate immediate hazards to the health, safety and welfare of the City, its
inhabitants and their property, and that the improvements can be accomplished
only by the issuance of the bonds. it is, therefore, declared that an emergency
exists and this Resolution being necessary for the immediate preservation of the
public peace, health and safety shall take effect and be in force from and after
.ts passage.
