• AN ORDINANCE REDISTRICTING WARDS FOR THE CITY OF BATESVILLE,
ARKANSAS, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES.
WHEREAS, the City of Batesville has the authority to redistrict the Wards within the City
upon a determination that the people can best be served by changing Ward boundaries to equalize
the populations in the various wards pursuant to Ark. Code Ann. Section 14-43-311, and
WHEREAS, the United States Census Bureau conducted the ten year Census of the United
States in 2010,and
WHEREAS, the City Council has determined that the new 2010 Census information has
created the need to redistrict the Wards to equalize the population of the Wards.
NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF
BATESVILLE, ARKANSAS, THAT:
SECTION 1: That the four(4) wards within the City of Batesville are hereby
modified with the boundary lines as set forth below.
WARD 1: Ward 1 shall be comprised of all that land within the City of Batesville described as
follows:
The area enclosed by a line beginning at the intersection of S. St. Louis St. and Porter St.,
Run east along Porter to its intersection with 17th St,
Run south along 17`h St to its intersection with Neeley St.,
Run east along Neeley St. to its intersection with 20`h St.,
Run south along 20d' St. to its intersection with Byers St.,
Run east along Byers St. to its intersection with 21" St.,
Run south along 21" St. to its intersection with Harrison St.
Run east along Harrison St. to its intersection with the Batesville city limits,
Run along the city limits in a generally southerly, then westerly, then northerly direction to the
intersection of said city limits with the north shore of the White River,
Run north along S. St. Louis St. to its intersection with Porter St. and the point of beginning.
WARD 2: Ward 2 shall be comprised of all that land within the City of Batesville described as
follows:
The area enclosed by a line beginning at the intersection of St. Louis St. and Porter St.,
• Run east along Porter to its intersection with 22nd St.,
Run north along 22nd St. to its intersection with Highland Dr.,
Run west along Highland to its intersection with Bearette St.,

Run in a westerly direction along Bearette St. to its intersection with 19I' St.,
Run south along 19'' St. to its intersection with Park St.,
• Run west along Park St. to intersection with 18s' St.,
Run south along 18s' St. to its intersection with Highland Dr.,
Run west along Highland Dr. to its intersection with E. Main St.,
Run in an easterly direction along E. Main St. to its intersection with the Batesville city limits,
Run along the Batesville city limits to its intersection with E. Main St.,
Run north along E. Main St. to its intersection with the Batesville city limits,
Run along the Batesville city limits in a generally westerly direction to a point where the north
right-of-way line of the railroad intersects the east line of Section 8,
Run west along the north right-of-way of the railroad to its intersection with Bayou St.,
Run north along Bayou St. to its intersection with Chestnut St.,
Run west along Chestnut St. to its intersection with N. State St.,
Run north along N. State St. to its intersection with W. Ross St.,
Run west along W. Ross St. to its intersection with the Batesville City Limits,
Run along the Batesville city limits in a generally easterly direction to its intersection with S. St.
Louis St.,
Run north along S. St. Louis St. to its intersection with Porter St., the point of beginning.
WARD 3: Ward 3 shall be comprised of all that land within the City of Batesville described as
follows:
The area enclosed by a line beginning at the intersection of the north right-of-way line of the
railroad with the east line of Section 8,
Run west along the north right-of-way of the railroad to its intersection with Bayou St.,
• Run north along Bayou St. to its intersection with Chestnut St.,
Run west along Chestnut St. to its intersection with N. State St.,
Run north along N. State St. to its intersection with W. Ross St.,
Run west along W. Ross St. to its intersection with the Batesville City Limits,
Run in a northerly, then easterly, then southerly direction to the intersection of the north right-of-
way line of the railroad with the east line of Section 8, and the point of beginning.
WARD 4: Ward 4 shall be comprised of all that land within the City of Batesville described as
follows:
The area enclosed bey a line beginning at the intersection of Porter St. and 17`h St,
Run south along 17 St to its intersection with Neeley St.,
Run east along Neeley St. to its intersection with 201' St.,
Run south along 20`h St. to its intersection with Byers St.,
Run east along Byers St. to its intersection with 21 s` St.,
Run south along 21" St. to its intersection with Harrison St.
Run east along Harrison St. to its intersection with the Batesville city limits,
Run along the Batesville city limits in a northerly, then westerly direction to its intersection with E.
Main St.,
Run south along E. Main St. to its intersection with Highland Dr.,
Run east along Highland Dr. to its intersection with 18" St.,
• Run north along 18th St. to its intersection with Park St.,
Run east along Park St. to intersection with 19'h St.,
Run north along 19th St. to its intersection with Bearette St.,
Run in an easterly direction along Bearette St. to its intersection with Highland Dr.,
Run east along Highland Dr. to its intersection with 22nd St.,
• Run south along 22nd St. to its intersection with Porter St.,
Run along Porter St. to its intersection 17th St., and the point of beginning.
SECTION 2: A colored map, labeled EXHIBIT "A", showing the boundary lines
for each Ward as outlined above, is hereby attached and made a part hereof and shall take precedent
if the extremely irregular city limit boundaries results in the questioning of the intent or accuracy of
the descriptions in Section 1, above.
SECTION 3: The wards described herein shall comprise the new wards for the City
of Batesville and will comprise the wards for the next alderman election held, and in each
subsequent election until further modified by the City Council.
SECTION 4: The Council persons who are currently serving in the old Wards shall
continue to serve until the new Council is formed at the first regular meeting of the City Council in
January, 2013 as per the results of the November 2012 General Election.
EMERGENCY CLAUSE: Whereas it is necessary to effect the public peace, health, safety
and welfare and the orderly administration of the primary and general elections in 2012 of the
• City an emergency is hereby declared to exist and this Ordinance shall be effective from and
after the date of its passage.
IT IS SO ORDAINED.
