NOVEMBER 20, 2018
The Batesville City Council met in regular session on November 20th at 5:30 pm at the
Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Councilmember
Doug Matthews gave the invocation. Upon roll call, the following Councilmembers
answered present; Thomas Bryant, Julie Hinkle, Paige Hubbard, Doug Matthews, Chris
Poole and David Shetron. Also present were the City Clerk Denise Johnston and City
Attorney Tim Meitzen. Councilmembers Ronda Bryant and Margaret Henley were
absent.
Councilmember T. Bryant moved to approve the minutes from the previous
meeting. Councilmember Shetron seconded and all voted for.

NEW BUSINESS
A) POLICE DEPARTMENT REPORT
Police Chief Alan Cockrill addressed the council with his monthly report. Chief
Cockrill said he currently has 2 openings in his department. He said the remodel
of the new police department is on schedule. The Chief said everything is
running smooth in his department.
B) ENGINEER'S REPORT
City Engineer Damon Johnson addressed the council with his monthly report.
Mr. Johnson said the utility plants are running well and utility and street
constructions are staying busy. He expects the one arm sanitation truck to be
here the first of next year. Mr. Johnson said he is lacking one easement to
complete the Contract Section III easements. He said if he does not have the
easement soon legal action will have to be taken.
C) HEAR FROM RETIRED FIREFIGHTERS
Retired Firefighter Bob Davis stood up and thanked the citizens of Batesville for
their support in raising the fire pension millage to 1.0 mills. He also thanked the
city council members for their support in placing the measure on the ballot.
D) CONSIDER THE ADDITIONAL LEVY OF TAXES FOR FIRE PENSION
Mayor Elumbaugh said due to the election results and the count has been
certified, the new levy amount to be certified should be 5 mills for City General
and 1 Mill for Firemen's Pension. Councilmember Shetron so moved to levy the
new rates and Councilmember Matthews seconded. All voted for.
E) DISCUSS A POSSIBLE AMENDMENT TO THE CURBSIDE WASTE DISPOSAL
ORDINANCE
The council discussed the proposed ordinance to amend the current curbside
waste disposal. Mayor Elumbaugh said the ordinance will be on the next
meeting's agenda for consideration.
F) OCTOBER PAID BILLS REPORT
The council was given a copy of the October, 2018 paid bills report for review.
G) REVIEW OF THE 2017 ANNUAL AUDIT
The council was given a copy of the 2017 annual audit for review.
MAYOR COMMENTS
Mayor Elumbaugh said he has scheduled budget meeting for next Tuesday,
November 27tH
The Mayor also said the Christmas lighting ceremony will be tomorrow night,
November 21 st
LIAISON REPORTS
None
COUNCIL COMMENTS
Councilmember Bryant said that a street light on Pioneer Drive has been out for
a long time. He said it is the second light pole going North on Pioneer Drive from the
Myers intersection.
ADJOURNMENT
There being no further business, Councilmember Bryant moved that the meeting
be adjourned. Councilmember Hubbard seconded and all voted for.
