HomeMy WebLinkAbout2018-08-27 MINUTES OF COUNCIL AUGUST 27, 2018 The Batesville City Council met in regular session on August 27th at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Ronda Bryant, Tommy Bryant, Margaret Henley, Julie Hinkle, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember T. Bryant moved to approve the minutes from the previous meeting. Councilmember Hinkle seconded and all voted for. Councilmember T. Bryant moved to approve the prepared agenda. Councilmember R. Bryant seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) MR. SCOTT LANCASTER, WITH THE COMMUNITY RELATIONS TEAM, TO RECOGNIZE INDIVIDUALS AND CORPORATE SPONSORS FOR THE PURCHASE OF A NEW POLICE K-9 Mr. Scott Lancaster addressed the council to recognize individuals and corporate sponsors for the purchase of a new police K-9. Mr. Lancaster said after retiring one of our K-9s, the Community Relations Team knew that the dog needed to be replaced and decided to try to raise funds to help with the purchase. He said they were hoping to raise at least half of the cost of the dog. However, because of our supportive community he said they had the entire cost, $7,750.00 raised within 15 minutes. After Mr. Lancaster introduced Officer Amber Branscum and K-9 Benny, he recognized the following; Phil Baldwin with Citizens Bank, Dale Cole with First Community Bank, Stacey Gunderman with FutureFuel Crop, Josh Kemp with Ozark Information Services, Gary Bebow with White River Medical Center, Kevin Rose with Centennial Bank. Merchants and Planters Bank, whose representatives were unable to attend, was also recognized. Mayor Elumbaugh also thanked those who raised the funds for the K-9 and also remarked how our citizens are always eager to help, especially with it comes to our police department. B) MR. JEFF OWENS, PARKS DIRECTOR, WITH A COMMUNITY CENTER FINANCIAL REPORT Parks Director Jeff Owens addressed the council with a financial report for the community center. The report, ending August 24th shows 4,010 memberships with a total of 8,073 individual passes. $918,850.75 in receipts and $718,835.92 in expenses shows a profit as of now, however, Mr. Owens said these numbers include the pool receipts which drastically decline from now to the end of the year. He said he is constantly looking for ways to improve the facilities. For example, currently Pickle Ball is a huge activity and he and the Mayor went to Heber Springs to see how they striped a section of the gymnasium floor. Keeping up with current trends are difficult to do but that is their goal. C) EXECUTIVE SESSION Councilmember T. Bryant moved to go into executive session. Councilmember Henley seconded and all voted for. Upon returning from executive session, Councilmember Shetron moved to re- appoint Mr. Steve Case and Mr. Danny Storlie to the Batesville Appeals Commission. Councilmember T. Bryant seconded and all voted for. Both terms will expire 9/18/2023. MAYOR COMMENTS The Mayor said the Municipal League is offering a budgeting class on September 12th and encouraged anyone interested in attending to do so. Mayor Elumbaugh said the City Engineer had found a 2013 Freightliner sanitation truck approximately $140,000. The truck will have the arm that will be able to pick-up our new trash cans from the curb. After a discussion, Councilmember Poole moved to proceed with the purchase of the truck. Councilmember Shetron seconded and all voted for. LIAISON REPORTS None COUNCIL COMMENTS Councilmember T. Bryant said he was just notified that Batesville Chamber CEO Crystal Johnson was just named the Arkansas Economic Developers & Chamber Executives 2018 Outstanding Chamber Executive. Mr. Bryant offered his congratulations to Ms. Johnson. ADJOURNMENT There being no more business, Councilmember T. Bryant moved that the meeting be adjourned.
