HomeMy WebLinkAbout2018-06-11 MINUTES OF COUNCIL JUNE 11, 2018 The Batesville City Council met in regular session on June 11 at 5:30 pm at the Batesville Community Center, Meeting Room A. Mayor Rick Elumbaugh presided over the meeting. Utility Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Tommy Bryant, Julie Hinkle, Margaret Henley, Paige Hubbard, Doug Matthews, Chris Poole and David Shetron. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Chris Beller was absent. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Poole seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. Councilmember Hubbard seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council with monthly report for May, 2018. He also said his officers were gearing up for the July 4t" festivities. B) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his monthly report. Mr. Johnson said there is a pre-construction meeting tomorrow for the White Drive 18" water line project. Project section 3 as well as the Eagle Mtn. water tank project should be ready to bid out this summer. C) PARKS DIRECTOR JEFF OWENS TO INTRODUCE THE NEW AQUATICS DIRECTOR Parks Director Jeff Owens introduced to the council the City's new Aquatics Director, Mr. Alfredo Aleman-Velasco. Mr. Aleman came to us from New Mexico and will be a great asset to our aquatic program. D) CONSIDER AN ORDINANCE TO REFER TO THE VOTERS WHETHER TO CHANGE TERMS OF THE CITY COUNCIL MEMBERS Councilmember Bryant introduced an ordinance to allow the citizens of Batesville to vote on changing the terms of the city council from 2 year to 4 year terms thus resulting in staggered terms. Mr. Meitzen read the ordinance in full. Councilmember Bryant stated the way the council is currently elected we could possibly have an all new council, not to mention a new mayor, clerk and attorney. Councilmembers Henley and Shetron aired their concerns stating that the citizens voted on this a few years ago and it was soundly defeated. Mr. Bryant reiterated that this ordinance was only making it to allow the citizens to vote. It will be on the November General Election and will not cost the city anything to put it on the ballot. Several cities have recently approved such a measure, including our neighbor Southside. The ordinance will be on the next meetings agenda for the second reading. E) EXECUTIVE SESSION Councilmember Hubbard moved to go into executive session and Councilmember Shetron seconded. All voted for. Upon returning from executive session Councilmember Shetron moved to appoint Mr. Kyle Kallsnick to the Parks and Recreation Commission. Councilmember Poole seconded and all voted for. Mr. Kallsnick will replace Mr. Andy Walmsley who recently resigned. His term will expire May 19, 2019. F) PAID BILLS REPORT The council was given a copy of the May, 2018 paid bills report for review. MAYOR COMMENTS Mayor Elumbaugh said the Chamber Expo that was held at the Community Center last week was well attended and again recognized the parks staff that does a fantastic job in helping with these large events. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no more business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Poole seconded and all voted for.
