HomeMy WebLinkAbout2019-04-23 MINUTES OF COUNCIL APRIL 23, 2019 The Batesville City Council met in regular session on April 23rd at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Ronda Bryant, Tommy Bryant, Scott Fredricks, Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews and Chris Poole. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Fredricks moved to approve the minutes from the previous meeting. Councilmember T. Bryant seconded and all voted for. Councilmember Hinkle moved to approve the prepared agenda. Councilmember T. Bryant seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council with his monthly department report. For the month of March, the Chief reported 37 accidents, 65 incidents, 10 felony arrests and 21 misdemeanor arrests. Chief Cockrill announced the ribbon cutting and open house for the new police department has been scheduled for May 10th from 11:00 to 1:00. He said they will be providing lunch and encouraged all to attend. B) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his monthly report. Mr. Johnson said he didn't have much to report from the last meeting. He reported that several streets were paved last week. When asked by Councilmember Krug about the delivery of our one arm sanitation truck, Mr. Johnson said he is expecting it any day. C) CONSIDER TWO REQUESTS FOR WATER SERVICE OUTSIDE THE CITY LIMITS Utility Office Manager Nick Baxter addressed the council regarding water service outside the city limits. Ms. Maisie Stubbs joined Mr. Baxter. Ms. Stubbs and her husband Rodney live at 90 Mitchell Road and are requesting a water meter from the city. The Stubbs signed the required forms for the request. Councilmember T. Bryant moved to approve the request and Councilmember Fredricks seconded. All voted for. The second request was for Bobby Dugger on 260 Mitchell Road. Mr. Dugger also signed all required forms. Councilmember T. Bryant moved to approve the request and Councilmember Poole seconded. All voted for. D) HEAR A TOURISM UPDATE FROM MR. KYLE CHRISTOPHER Mr. Kyle Christopher, Tourism Director for the Batesville Chamber of Commerce, addressed the council with a tourism update. Mr. Christopher said since the inception of the Advertising and Promotion Tax nearly two years ago, Batesville and Independence County have gone from virtually none existent in the tourism world to being recognized in Statewide publications and on radio and tv. He said to date the A&P Commission has granted $11,000.00 in event grants to organizations that have hosted in events in Batesville. That equals 550 total hotel stays within the city limits of Batesville. Four new Wayfinding signs are set to be installed this summer. The Coca- Cola mural is now complete and Mr. Christopher thanked the city for their help in flagging traffic so the workers could use a lift truck for the project. Councilmember Matthews said this mural is the oldest Coca-Cola mural in the country and it took a lot of time and work to get it approved for the restoration. Several other past and future projects were discussed. E) PROCLAMATION FOR SAFE DIGGING MONTH Mayor Elumbaugh read a proclamation for Safe Digging month. F) REVIEW PAID BILLS REPORT The Council was given a copy of the March, 2019 paid bills report for review. MAYOR COMMENTS Mayor Elumbaugh said he also had the pleasure of signing two additional proclamations recently. One for National Crime Victim's Rights Week and another for Child Abuse & Neglect Prevention Month. The Mayor said he has a conflict with the next scheduled council meeting. He asked the council to move the meeting from Tuesday the 14th to Monday the 13th of May. Councilmember Fredricks so moved. Councilmember T. Bryant seconded and all voted for. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no more business, Councilmember Hinkle moved that the meeting be adjourned. Councilmember Hubbard seconded and all voted for.
