HomeMy WebLinkAbout2019-05-13 MINUTES OF COUNCIL MAY 13, 2019 The Batesville City Council met in regular session on May 13, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Ronda Bryant, Tommy Bryant, Scott Fredricks, Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews and Chris Poole. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Hinkle moved to approve the minutes from the previous meeting. Councilmember R. Bryant seconded and all voted for. Councilmember R. Bryant moved to approve the prepared agenda. Councilmember Poole seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council to give his April department report. Chief Cockrill said he recently scrapped 4 vehicles. The vehicles that are in this year's budget were ordered last October however there was a mix-up with the State contract so they had to re-bid the trucks. The Chief said he is not sure if we would even get the new vehicles this year. Mayor Elumbaugh told the council because of the low fleet in the Police Department, the Chief has put his police truck on the road with patrol, therefore, he is driving his personal vehicle. The Mayor said we have funds in the Alcohol Tax fund and No Insurance fund to purchase a new truck for the chief to drive until we get the 4 new vehicles. Councilmember T. Bryant moved to authorize the Mayor and Police Chief to locate and purchase of a new truck for the Police Department. Councilmember Matthews seconded and all voted for. Chief Cockrill invited the council to the Open House and ribbon cutting of the new Police Department. The event isFriday June 17th from 11:00 — 1:00. Fred's Fish House will be catering the event. B) ENGINEER'S REPORT City Engineer Damon Johnson addressed the council with his monthly report. Mr. Johnson said he recently gave Councilmember Bryant a flash drive with the proposed drainage and storm water manual along with a master street plan. He said he can provide a copy to anyone who would like to read the proposal. Mr. Johnson said the painting of the Eagle Mountain water tank should begin on August 15th and the Section III sewer construction should be ready for bids very soon. The one-arm garbage truck should be here any day. C) EXECUTIVE SESSION Councilmember T. Bryant moved to go into executive session to consider commission appointments. Councilmember Fredricks seconded and all voted for. Upon returning from execution session, Councilmember Fredricks moved to appoint Ms. Shannon Haney to the Historic District Commission to fill the unexpired term of Mr. Doug Lee who recently resigned. Councilmember T. Bryant seconded and all voted for. Ms. Haney's term will expire January, 2020. Councilmember Matthews moved to re-appoint Mr. David Dame to the Housing Authority. Councilmember Hinkle seconded and all voted for. Mr. Dame's term will expire May, 2024. D) PAID BILLS AND FINANCIAL REPORTS The council was given a copy of the April paid bills report and March financials for review. MAYOR COMMENTS Mayor Elumbaugh reminded everyone that school will be out next week so please watch out for children playing outside. LIAISON REPORTS None COUNCIL COMMENTS Councilmember Hinkle ask to have the city look at the intersection of Main and 12th Streets for the obstruction of a tree blocking the vision for oncoming traffic. Mayor Elumbaugh said he would turn in the request. ADJOURNMENT There being no further discussion, Councilmember T. Bryant moved for the meeting to be adjourned.
