HomeMy WebLinkAbout2019-08-27 MINUTES OF COUNCIL AUGUST 27, 2019 The Batesville City Council met in regular session on August 27, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Tommy Bryant, Scott Fredricks, Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews, Pete Musgrave and Chris Poole. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Hinkle seconded and all voted for. Councilmember Hinkle moved to approve the prepared agenda. Councilmember Hubbard seconded. CITIZENS COMMENTS None UNFINISHED BUSINESS A) SECOND READING OF AN ORDINANCE AMENDING THE PARAMETERS FOR THE RETIREMENT BENEFITS FOR THE MAYOR Councilmember Hubbard moved to read the ordinance to amend the parameters for the retirement benefits for the mayor by title only. Councilmember Bryant seconded and the electronic roll call vote was 8 for and 0 against. Mr. Meitzen read the ordinance by title only. Councilmember Bryant moved to suspend the rules and waive the third and final reading. Councilmember Fredricks seconded and the electronic roll call count was 8 for and 0 against. Councilmember Bryant moved to adopt the ordinance and Councilmember Hinkle seconded. The electronic roll call count was 8 for and 0 against. The ordinance was given #2019-08-01. B) SECOND READING OF AN ORDINANCE AMENDING THE PARAMETERS FOR THE RETIREMENT BENEFITS FOR THE CITY CLERK Councilmember Bryant moved to read the ordinance to amend the parameters for the retirement benefits for the city clerk by title only. Councilmember Fredricks seconded and the electronic roll call vote was 8 for and 0 against. Mr. Meitzen read the ordinance by title only. Councilmember Bryant moved to suspend the rules and waive the third and final reading. Councilmember Fredricks seconded and the electronic roll call count was 8 for and 0 against. Councilmember Bryant moved to adopt the ordinance and Councilmember Hinkle seconded. The electronic roll call count was 8 for and 0 against. The ordinance was given #2019-08-02. NEW BUSINESS A) EXECUTIVE SESSION Councilmember Fredricks moved to go into executive session to discuss appointments to the Appeals Commission. Councilmember Bryant seconded and all voted in favor. Upon returning from executive session, Councilmember Fredricks moved to reappoint Mr. Z.F. Mobley and Mr. James Boothby to the Batesville Appeals Commission. Councilmember Bryant seconded and all voted for. Both terms will expire September 8, 2024. MAYOR COMMENTS Mayor Elumbaugh asked Mr. Johnny Abbott to address the council regarding the recent approval to purchase a mini excavator. At the last meeting, the council approved the purchase of the mini excavator, however, they asked Mr. Abbott to enquire about possibly adding a hammer to the machine. Mr. Abbott said he visited with the Kubota dealer and discovered that the original price of $55,000.00 did not include a 6-way blade which is needed in order to perform certain tasks. Mr. Abbott got a new price of$63,635.00 which includes the 6-way blade and a hammer. Councilmember Bryant moved to purchase the mini- excavator with the blades and hammer. Councilmember Matthews seconded and all voted for. The Mayor informed the council and citizens of Batesville that the new automated sanitation truck is now in service. As of Monday, September 2nd, the city will only pickup garbage that is placed correctly at the curb and is inside a city container. Any garbage not in a city container or is outside of the container will not be picked up. The Mayor noted that our citizens have had ample time to learn to use the containers correctly. He said if anyone needs an additional container they can contact city hall and for an additional $7.00 plus tax, a container will be provided. Mayor Elumbaugh invited and encouraged the community to attend the Heart Your Community on September 5t" at the Community Center Gymnasium. The Mayor said this is a "dream session" to set goals for our community for the future. LIAISON REPORTS None COUNCIL COMMENTS Councilmember Matthews said for those interested, you can search for one armed automated sanitation trucks on YouTube to see how the process works.
