HomeMy WebLinkAbout2019-10-22 MINUTES OF COUNCIL OCTOBER 22, 2019 nd The Batesville City Council met in regular session on October 22, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Tommy Bryant, Scott Fredricks, Fred Krug, Doug Matthews, Pete Musgrave and Chris Poole. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmembers Julie Hinkle and Paige Hubbard were absent. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Poole seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda and Councilmember Poole seconded. All voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) HEAR A PRESENTATION FROM ENTEGRITY REGARDING BENEFITS OF SOLAR POWER Mr. Rick Vance with Entegrity Solar Power addressed the council regarding the benefits of solar power and how the City can save money. Mr. Vance said all the work is guaranteed and recommended the City send for a Request for Qualification to Entegrity to see the what the potential cost savings could be for the City. The City would not be out any expense for installing the solar panels as Entegrity would install and own the panels. Entegrity would assume all liability for the panels and the City would see a substantial decrease in the electricity bills. Mr. Vance said Batesville School District recently went with solar and is pleased with the results. B) EXECUTIVE SESSION Councilmember Bryant moved to go into executive session and Councilmember Fredricks seconded. All voted for. Upon returning from executive session, Councilmember Fredricks moved to reappoint Mr. Grant Goodwin to the Airport Commission. Councilmember Krug seconded and all voted for. Mr. Goodwin’s term will expire November 9, 2024. Councilmember Matthews moved to reappoint Mr. Cord Davidson to the Public Facilities Board. Councilmember Fredricks seconded and all voted for. Mr. Davidson’s term will expire November 10, 2024. MAYOR COMMENTS Mayor Elumbaugh informed the council that the City was approved for the Arkansas Community Assistance Grant to put new steps and railings in from the of the new Independence County Library. COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Bryant moved that the meeting be adjourned. Councilmember Fredricks seconded and all voted for.
