HomeMy WebLinkAbout2020-02-18 MINUTES OF COUNCIL FEBRUARY 18, 2020 The Batesville City Council met in regular session on February 18, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Cemetery/Landscape Supervisor Johnathan Abbott gave the invocation. Upon roll call, the following Councilmembers answered present; Tommy Bryant, Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews and Pete Musgrave. The City Clerk Denise Johnston was also present. Councilmembers Fredricks and Poole were absent as well as the City Attorney Tim Meitzen. Councilmember Hinkle moved to approve the minutes from the previous meeting. Councilmember Bryant seconded and all voted for. Councilmember Hinkle moved to approve the prepared agenda. Councilmember Bryant seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council for his monthly report. Chief Cockrill said he didn’t have much to report except for the condition of his injured officers. He said Officers Akins and Branscum have returned to work while Officers Leonard and Bittle are still off duty. B) ENGINEER’S REPORT City Engineer Damon Johnson addressed the council with his monthly report. Mr. Johnson said the bids were opened for the Hwy 106 utility relocate job. The low bidder is a local company, Hargan Construction, with a total bid of $658,202.00. Mr. Johnson said all the bids have been reviewed and he was recommending the low bid from Hargan. Councilmember Matthews moved to accept the low bid from Hargan Construction and Councilmember Bryant seconded. All voted for. Mr. Johnson said all departments were running well within the city. C) 2020 CENSUS UPDATE FROM MR. JAMES BLAXTON Mr. James Blaxton with the US Census Bureau addressed the council regarding the upcoming 2020 Census. Mr. Blaxton informed the council that the main change for the 2020 Census compared to censes’ in the past is along with the paper form, now a person can choose to respond by phone or online. Mr. Blaxton said he has been working with the clerk’s office and has discussed issues like the “hard to count” population. Every household will receive a postcard in the mail around the middle of March explaining all the ways to st respond. April 1 is officially Census Day. Councilmember Bryant asked how people in nursing homes or extended stay facilities are counted. Mr. Blaxton said if they “live” at the facility, they will be counted at the facility address. MAYOR COMMENTS st Mayor Elumbaugh invited the council to a retreat on April 1 at his cabin in Mountain View. The Mayor said the retreat will be a time to discuss and plan for the future. The Mayor said he has a conflict with the first meeting in March and asked the th council to cancel both regular meetings in March and have one meeting on March 17. Councilmember Bryant so moved and Councilmember Hinkle seconded. All vote for. The Mayor also congratulated Main Street Batesville for winning 7 awards at the Arkansas Municipal League. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Matthews moved that the meeting be adjourned. Councilmember Hinkle seconded and all voted for.
