HomeMy WebLinkAbout2020-03-17 MINUTES OF COUNCIL MARCH 17, 2020 The Batesville City Council met in regular session on February 18, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Billing Supervisor Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Tommy Bryant, Scott Fredricks, Julie Hinkle, Fred Krug, Doug Matthews, Pete Musgrave and Chris Poole. City Attorney Tim Meitzen and Admin. Assistant Jennifer Corter were also present. Councilmember Paige Hubbard was absent as well as the City Clerk Denise Johnston. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Poole seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. Councilmember Fredricks seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT REPORT Police Chief Alan Cockrill addressed the council for his monthly report. Chief Cockrill said, in light of the COVID 19, the Police Department is closed to walk in traffic. Both 911 and non-emergency calls are still being answered by officers and arrangements are being made for those who have mandatory check-ins. B) ENGINEER’S REPORT City Engineer Damon Johnson addressed the council with his monthly report. Mr. Johnson began his report with reassuring everyone that all essential City services would continue on, water and wastewater water are both still being processed to the highest standards. Even though City offices are closed to walk in traffic, payments are still being taken and service orders are still being done. Mr. Johnson said there are several projects ongoing around the city and all are progressing good. The Eagle Mtn. tank project is expected to finish up in approximately 6 weeks. C) PROCLAMATION FOR NATIONAL SAFE DIGGING MONTH Mayor Elumbaugh read a proclamation proclaiming April, 2020 as Safe Digging Month. He encouraged everyone to call 811 before you dig. Calling for a utility line locate not only helps prevent unintentional damage to the underground infrastructure but also helps with the safety of those digging. D) CONSIDER A RESOLUTION AUTHORIZING THE ISSUANCE OF REVENUE BONDS BY THE CITY OF BATESVILLE PUBLIC FACILITIES BOARD Councilmember Bryant introduced a resolution to authorize the issuance of revenue bonds by the City of Batesville Public Facilities Board on behalf of White River Health Systems. Councilmember Bryant moved to suspend the rules and read the resolution by title only. Councilmember Fredricks seconded and the electronic roll call count was 7 for 0 against. Mr. Meitzen read the resolution by title only. Councilmember Bryant pointed out Section 2 states the City of Batesville is not liable or responsible for repayment of the bonds, just to be the facilitator. Councilmember Bryant made a motion to adopt the resolution. Councilmember Fredricks seconded and the electronic roll call was 6 for and 1 abstain, (Poole) MAYOR COMMENTS Mayor Elumbaugh announced he plans to do his State of the City address on st March 31 at noon here at City Hall. Mayor Elumbaugh also wanted to reiterate what Mr. Johnson said earlier, that all essential city services will continue to be available. The City is closely following the U.S. Government and Health Department recommendations. Mayor Elumbaugh noted originally, we had planned to recognize the Batesville Pioneer Swim Teams at tonight’s meeting. This will be done at a later meeting but he congratulated both teams for their accomplishments. Also, the Lady Pioneer Basketball team for being first runner-up in the State Championship. LIAISON REPORTS None COUNCIL COMMENTS None ADJOURNMENT There being no further business, Councilmember Bryant moved that the meeting be adjourned. Councilmember Fredricks seconded and all voted for.
