HomeMy WebLinkAbout2020-06-16 MINUTES OF COUNCIL JUNE 16, 2020 The Batesville City Council met in regular session on June 16th, at 5:30 pm at the Batesville Community Center. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Tommy Bryant, Scott Fredricks, Julie Hinkle, Paige Hubbard, Fred Krug, Doug Matthews, Pete Musgrave and Chris Poole. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Bryant moved to approve the minutes from the previous meeting. Councilmember Hubbard seconded and all voted for. Councilmember Bryant moved to approve the prepared agenda. Councilmember Hubbard seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) POLICE DEPARTMENT MONTHLY REPORT Police Chief Alan Cockrill addressed the council with his monthly report. Chief Cockrill gave the council his monthly report and included March and April statics as well for a comparison since the City is trying to open back up from the COVID-1 9. The Chief pointed out that accidents have increased since our citizens are starting to leave their homes and get back to a normal life. Mayor Elumbaugh commented on the recent protest held at Riverside Park and wanted to compliment the Chief of his great leadership with his officers and the protesters and he thought that the event was important and showed the unity of our community, Chief Cockrill said the young lady who organized the event was great to work with and gave her a lot of credit for the peaceful protest. B) ENGINEER'S MONTHLY REPORT City Engineer Damon Johnson addressed the council with his monthly report. Mr. Johnson said the Hwy 106-line replacement is almost complete with only grass sodding and clean up left to do. The Eagle Mountain tank project should be ready to fill with water and be back in service in a couple of weeks. Councilmember Musgrave praised Mr. Johnson and Street Superintendent Johnny Coles on the road repair work done on Broadwater Lane. C) CONSIDER A RESOLUTION IN SUPPORT OF FAIR AND DIRECT FEDERAL EMERGENCY MONETARY SUPPORT TO REOPEN AND REBUILD LOCAL AMERICAN ECONOMIES Councilmember Bryant introduced a resolution recommend by the Arkansas Municipal League to implore Congress to allocate fair and direct federal monetary support to all of America's communities. Councilmember Bryant moved to read the resolution by title only. Councilmember Fredricks seconded and the electronic roll call count was 8 for and 0 against. City Attorney Tim Meitzen read the resolution by title only. Councilmember Bryant moved to adopt the resolution. Councilmember Fredricks seconded and the electronic roll call count was 8 for and 0 against. The resolution was given #2020-06-01-R. EXECUTIVE SESSION Councilmember Bryant moved to go into executive session to consider an appointment to the Planning and Zoning Commission. Councilmember Hubbard seconded and all voted for. Upon returning from executive session, Councilmember Fredricks moved to re- appoint Mr. Matt Martin to the Planning and Zoning Commission. Councilmember Bryant seconded and all voted for. Mr. Martin's term will expire June 10, 2025. MAYOR COMMENTS Mayor Elumbaugh informed the council that the Fire Chief and Assistant Chief returned from Alabama with the fire truck they approved at the last meeting. The truck originally listed for $225,000.00. The council approved up to $190,000.00, however, they ended up purchasing the truck for $162,000.00. Chief Gleghorn was at the meeting with the truck and invited the council to look at it after the meeting. The Mayor said he would like, in the near future, to again look at possibly getting solar power for the city. Mayor Elumbaugh talked briefly about the COVID-19 pandemic and said the community looks at its leaders in times like these. He encouraged everyone to wear their masks when appropriate, wash their hands and practice social distancing. LIAISON REPORT None COUNCIL COMMENTS Councilmember Hinkle said she had a citizen call and said she was interested in placing a sign on the Polk Bayou Bridge, welcoming people to West Side. The Mayor said he was excited that people were interested in showing off their community. Ms. NWNNWWN0W� Hinkle said she would try to get more information and possible have the citizen come before the council. Ms. Hinkle also said she had a call of a blind spot while looking south when exiting the Dollar General on Central Avenue. Mayor Elumbaugh said he would turn in the complaint.
