A RESOLUTION TO CONTRACT WITH ECOLOGICAL DESIGN GROUP AND
TAGGERT ARCHITECTS FOR THE DEVELOPMENT OF A MASTER PLAN FOR
RIVERSIDE PARK
WHEREAS, the City of Batesville desires to enter into a contract for the development of a
Master Plan for Riverside Park;
WHEREAS, EDG and Taggert Architects were selected through a Statement of Qualifications
process and were found to be the most qualified firms to provide these design services;
WHEREAS,the total amount of the contract is $65,000.00, more or less, and will be paid from
monies from the City of Batesville ARPA Fund.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Batesville,
Arkansas that
SECTION 1: That the City of Batesville, Arkansas will enter into a contract for the Development
of a Master Plan for Riverside Park with EDG and Taggert Architects.
SECTION 2: The total amount for the contract is for$65,000.00, more or less, and will be paid
from the City of Batesville ARPA Fund.
SECTION 3: The Mayor, Rick Elumbaugh and City Clerk, Denise Johnston are hereby
authorized by the City Council for the City of Batesville to execute all documents necessary to
effectuate the agreement. �l

Re: Riverside Park&Event Center—Master Plan Development
Dear Jeff,
Per your request,we are pleased to submit the following proposal for professional design and planning services for
the Riverside Park and Event Center Master Plan.The intent of this visionary design phase is to strategically plan the
event center and park space so that they are cohesive designs and create the hub for outdoor recreation for the
community and enhance the public space in the form of a new active lifestyle park.
SCOPE OF SERVICES
The purpose of the services proposed herein is to provide professional design services for the development of
Riverside Park; including a new event center and the re-envisioning of the Riverside Park space.This scope of work
includes evaluation of all existing infrastructure and planned development of the surrounding property including the
water treatment facility. Important considerations regarding access, circulation, parking and new event center will
need to be carefully planned so an emphasis is placed on the experience of arrival and new amenities for the
community.Watershed conservation will play a major role in its relationship to the White River while connection to
the surrounding bike/pedestrian connectivity network needs to be strategic and immersive while also providing
passive and active recreation opportunities all user groups. Finally, community and stakeholder involvement
throughout the master planning process will be important to build buy-in; and attract potential financial
contributions for the development. The master plan shall be developed utilizing the GIS and electronic base
information provided by the City of Batesville.
Task A: Due Diligence and Site Inventory+Analysis:
Typical and basic inventory and analysis of site,demographic,cultural,historical,and other elements and plans
necessary to understand the context of the site and its surroundings.Graphics detailing this information will be
included in the planning process and final master plan documents.This site is impacted directly by the White River
and has connectivity ties to Poke Bayou,and other natural upland drainage corridors that have the potential to
create programming and connectivity opportunities. These areas are important as well as an understanding of
aquatic and terrestrial ecosystems present on site. Connections to surrounding land uses, particularly the
commercial downtown food truck lot, municipal, housing and trail systems are important. Pedestrian and bike
connectivity to the park and within the park are critical. Review of other city plans for relevant information is
necessary to properly plan.

Task B: Final Master Plan Document:
EDG+Taggart will develop the final graphic master plan with a cost estimate for all park features,event center
building and final program elements.The final master plan will include an illustrative,to scale high quality drawing
showing plan elements encompassing the full park acreage with the layout of all program and ecological elements,
all park vehicular,bike,and pedestrian circulation including connections to surrounding land uses,downtown food
truck lot, utility corridors,ecological areas,and historical elements.The plan will also identify a theme that helps
guide the overall design of the park and will create the destination public park space for the City of Batesville and
surrounding region.

Task C: Construction Documents(option to proceed)
After construction funding has been received,EDG+Taggart will develop the final full-service design and
construction documents for all park features,event center building and final program elements.The deliverables
and fees will be based upon the Arkansas Division of Building Authority's Standard Fee Schedule for Professional
Services.

REMUNERATION
We propose to perform Basic Services work described above based on a lump sum fee as indicated below.

Total Master Plan Services $65,000
Inclusive of all Reimbursable Expenses
