Public Engagement meetings will begin in September or 2023 with Construction commencing in September of 2024. 2. What is the estimated completion date for the park improvements to be financed by the bonds? September 2026. The City should have records documenting its reasonable expectation of spending the bond proceeds within three years. Meeting minutes, engineering studies and documentation showing an imminent need to borrow for a project will be helpful evidence. The City may choose to issue some taxable bonds or to issue the bonds over a series of years, rather than at one time, if the City does not reasonably expect to spend the initial bond proceeds within three years. The City of Batesville, Arkansas Sales and Use Tax Bonds, Series 2012 were issued for the purpose of financing all or a portion of the costs of acquiring, constructing, furnishing and equipping park and recreational improvements, including particularly, without limitation, a multi -purpose community center, swimming facilities, baseball fields, softball fields and soccer fields, and any necessary land acquisition, and parking, landscaping, signage, drainage, lighting, concession, road and utility improvements related thereto (collectively, the "2012 Project"). Does any third party use any portion of the 2012 Project pursuant to a contract with the City? NO If so, please provide a copy of any such contract. 4. Are there any material lawsuits or regulatory proceedings pending against the City or, to your knowledge, threatened against the City? NO If so, please have the City Attorney describe such lawsuits or regulatory proceedings in a separate letter. Please review, revise and complete the following information as needed: Transportation. The City is served by U.S. Highway No. 167. The City has a municipal airport with a 6,002 foot lighted runway. Several motor freight carriers make shipments from the City to major cities across the United States. Government. The government of the City operates under the mayor -city council form of government, pursuant to which a mayor and six council members are elected for four-year terms. The City is served by the White River Medical Center, with approximately 224 beds, and by approximately 93 physicians. Education. Primary and secondary education for the City's inhabitants are provided by a public school system. The University of Arkansas Community College at Batesville and Lyon College are both located in the City. Financial Institutions. The City is served by The Citizens Bank and First Community Bank, which have their principal offices in the City. The City is also served by branches of Bank of Cave City, Centennial Bank, FNBC Bank, Merchants and Planters Bank and Southern Bank. 6. Please provide a list of the largest employers in the City. Have there been any significant recent additions to or loss of employment within the City? Do you have knowledge of any presently proposed significant additions to or loss of employment within the City? If so, please describe. We have not had any significant changes to the employment within the City of Batesville recently.
