HomeMy WebLinkAbout2024-09-24 MINUTES OF COUNCIL SEPTEMBER 24, 2024 th The Batesville City Council met in regular session on September 24, at 5:30 pm at the Municipal Building. Mayor Rick Elumbaugh presided over the meeting. Utility Office Manager Nick Baxter gave the invocation. Upon roll call, the following Councilmembers answered present; Brittany Bennett, Scott Fredricks, Julie Hinkle, Paige Hubbard, Fred Krug, Chris Poole, Landon Reeves and Robb Roberts. Also present were the City Clerk Denise Johnston and City Attorney Tim Meitzen. Councilmember Hinkle moved to approve the minutes from the previous meeting. Councilmember Poole seconded and all voted for. Councilmember Hinkle move to approve the prepared agenda. Councilmember Poole seconded and all voted for. CITIZENS COMMENTS None UNFINISHED BUSINESS None NEW BUSINESS A) HEAR AN UPDATE FROM PARKS DIRECTOR JEFF OWENS ON THE MAIN STREET GREENWAY TRAIL Parks Director Jeff Owens addressed the council with the current status on the Main Street Greenway Trail. Mr. Owens said the project is well ahead of schedule, despite the recent rains, and is scheduled to be completed in October. Mayor Elumbaugh called Ms. Betty Barnett and Ms. Lucy Yeager to address the council. The Mayor gave the council pictures of the houses on Main that are affected by the new Streetscape. The home owners are asking for “parking pads” on Main Street to help with congestion and safety issues. Mr. Owens said the engineers have given him a thth design for a parking pad between 10 and 11 streets. Mr. Owens said once he gets the cost for the design back, he will bring it to the council for approval/denial. If approved by the council we will then have to get approval from ARDOT which could take two to four weeks. The other topic of discussion was the USPS delivery of packages. The Mayor said once the project is completed there should not be any issues with receiving packages. Mayor Elumbaugh said if anyone is having problems with their mail, please contact USPS. B) CONSIDER A RESOLUTION AUTHORIZING THE SALE OF PROPERTY LOCATED AT 201 S. CENTRAL AVENUE Councilmember Bennett introduced a resolution to authorize the sale of the property located at 201 S. Central Avenue, currently being used as a food lot. Mayor Elumbaugh explained that a business has purchased the property next to the City property and will be needing the property for parking. The business is expected to bring approximately 75 new employees to our downtown which will be great for downtown restaurants and businesses. Councilmember Reeves moved to suspend the rules and read the resolution by title only. Councilmember Bennett seconded and the electronic roll call count was 8 for and 0 against. Mr. Meitzen read the resolution by title only. Councilmember Reeves moved to adopt the resolution and Councilmember Roberts seconded. The electronic roll call count was 8 for and 0 against. The resolution was given #2024-09-01-R. MAYOR COMMENTS City Clerk Denise Johnston said she was removing Police unit #513 from the fixed assets. The truck was traded in to Red River Dodge for a new vehicle. The trade value was $10,000.00. th Mayor Elumbaugh said the next meeting will be October 15. The Mayor asked the council to consider changing the November council meetings. He has a conflict with th the November 12 meeting and asked the council to cancel both scheduled November th meetings and have one meeting in November on the 19. Councilmember Fredricks so moved and Councilmember Bennett seconded. All voted for. LIAISON REPORTS None COUNCIL COMMENTS Councilmember Krug asked for clarification as to when Mr. Owens expected to get a price quote on the possible parking pads on Main Street. Mr. Owens said he hoped to have a quote by the end of this week. Councilmember Roberts thanks the citizens for their comments regarding the Main Street project and for their patience and understanding during the process. ADJOURNMENT There being no further business, Councilmember Bennett moved that the meeting be adjourned. Councilmember Pool seconded and all voted for. The meeting was adjourned at 6:09 pm.
